HomeMy WebLinkAboutIR 8792INFORMAL REPORT TO CITY COUNCIL MEMBERS NO. 8792 To the Mayor and Members of the City Council August 8, 2006 c'A�TEA40 Page 1 of 1 Y SUBJECT: VOLUNTARY ANNEXATION, PARK VISTA BOULEVARD E„ 5 +sus Carter & Burgess, representing Centex Homes, has requested the voluntary full purpose annexation of 0.833 acres of land in Tarrant County located south of Keller Haslet Road and east of Caylor Road. This acreage is less than one -half mile in width, is contiguous to the City of Fort Worth and is vacant and without residents; therefore, it qualifies for annexation under the procedures set out in the Local Government Code Section 43.028. The property owners have requested annexation under this provision; which allows for the municipality to hear the petition and act upon it within 30 days. Immediately to the east of this 0.833 acres of land is a platted residential subdivision within the City of Fort Worth. Annexing this land will allow for the construction of Park Vista Boulevard, which will provide improved access to the Timberland subdivision. Attached for your information is a map of the proposed annexation, Staff Report on the Fiscal Impact and Fiscal Impact Analysis spreadsheet. While the Fiscal Impact Analysis projects a negative impact on the General Fund Budget, staff would recommend the annexation to allow for the entire width of Park Vista Boulevard to be constructed within the city limits of Fort Worth. (9his annexation, if adopted, will be an addition to Council District 2. Staff is prepared to address any council questions regarding this proposed annexation. Should no objections be expressed, staff will process the necessary documents for Council consideration in accordance with Local Government Code Section 43.028 on August 8, 2006. Charles R. The Police Department conducted an analysis of call demand for the subject annexation area. The Police Department estimates the call activity upon annexation will be very low, averaging 0 - 3 calls for service per year. Based upon an average cost per call of $51, the first year cost is estimated at $153. Within five years we anticipate 2 —7 calls for service at an estimated cost of $357. ❑ Fire Fire and EMS BLS first responder services will be dispatched from existing Fire Station 37 located at 4721 Ray White Road, to the proposed annexation. Current fire department response time goal is to arrive on the scene of emergencies within 5 minutes or less from the time of dispatch at 75% of the time. Based on the existing fire stations located close to this proposed annexation area, the fire department will not be able to meet this response time goal. Current Estimated Response Criteria to the Proposed Annexation Area: These estimated response times were calculated using GIS software; traffic congestion, road conditions, time of day, and weather conditions have not been factored in Fiscal Impact Analysis Park Vista Blvd AX -06 -005 ❑ EMS — Basic Live Support • BLS will be provided under the existing contract with Med Star. • No additional funds are required for these service levels. ❑ EMS — Advanced Life Support Advanced Life Support response provided by MedStar is greater than 9 minutes to the proposed annexation area with a potential of at least a 30- minute transport time to the nearest trauma center. ❑ Roads and Streets: The following costs are estimated for Park Vista Boulevard.: • There are no costs for startup services or routine maintenance. • Future capital improvements for the City are estimated to be $327,000 for concrete pavement, storm drains, streetlights, pavement markings and signs for the design, inspection, and construction of 1/2 (2 lanes)of this 4- lane divided arterial street. • Future annual maintenance costs for streets, storm drains, streetlights, pavement markings and signs are estimated to be $900 per year after build out. ❑ Code Compliance o This .833 -acre parcel brings the total of land that has been, or will be, annexed for right -of way (ROW) purposes to 136.51 acres during CY 05 & 06. This area will initially be added to Code's Field Operations — Neighborhood Code District 6. Code Compliance services will be extended with little or no anticipated additional cost at the time of this annexation. o However, with increased ROW acquisitions through annexations, there will be a need to increase staffing and equipment, or contractual costs, to maintain City ROWs. Fiscal Impact Analysis Park Vista Blvd AX -06 -005 ❑ Parks / Forestry • Area would be added to the north operations district of the Parks and Community Services Department • Since there are no existing streets in the area, there would be no forestry costs at this time. • Parks and Forestry services will be extended at no anticipated additional costs directly related to this annexation. • If this area is annexed and residential development occurs, fees in lieu of dedication or dedication of parkland would provide for neighborhood and community park facilities through the participation of the developer. Additionally, the City of Fort Worth will need to dedicate additional funding for recurring maintenance of the newly developed park property. ❑ Library o Area to be annexed consists only of a 0.833 acre tract, being a portion of future Park Vista Blvd., south of Keller Haslet Rd. and east of Caylor Rd. o This area will not be developed; therefore, Library service estimates are not warranted. ❑ Health / Animal Care and Control o Consumer Health Specialists (CHSs) Vector Control duties estimated at 1.5 hours or $113 or .072% of time. Customer Service Representative H Adak IV time estimated at .75 hours, $31, or .036% of time. o The Animal Care and Control Division would provide full animal and rabies control services with response based on priority. This area is currently serviced through a contract with Tarrant County for limited rabies control. Servicing this area will consist of impounding animals causing traffic hazards and rescue of injured animals. Costs should be limited to less than $100 per year. ❑ Solid Waste / Environmental • Service to single - family and duplex residential units in this annexation area would be provided through the existing City residential solid waste contract. Customers would pay monthly charges through their water bill that cover the direct and indirect costs of these services. • Private service providers at the discretion of the customer may continue to provide solid waste collection services for businesses and multi - family dwelling complexes having three or more units. Private solid waste collection providers must have an active Grant of Privilege to provide service within the city limits. • Storm Water Protection services will be extended at no anticipated additional costs directly related to this annexation. ❑ Water and Wastewater 4 Fiscal Impact Analysis Park Vista Blvd AX -06 -005 o All water and wastewater facilities will be at the developer's cost. Water and sewer line sizes will be determined based upon the water /sewer study provided by the developer's engineer. Any City participation on water and sewer facilities will be in accordance with the "Installation Policy of Community Facilities ". Summary From a fiscal standpoint, there will be no direct revenue generated from this ROW annexation. City services from Police, Transportation and Public Works, Fire, Code Compliance, and Animal Control will be utilized; therefore, the ROW will produce a ($1,357) negative financial impact to the General Fund at buildout. Water, Sewer, and Solid Waste Funds will not be impacted because those Funds will recover costs from their customers, and revenues will equal expenditures. Additionally, all on site water and wastewater facilities will be at the developer's cost. Should the area not be annexed, it is believed there would be some negative impact in providing public safety services to adjoining properties as well as installation of roadway infrastructure supporting the area's growth.
