HomeMy WebLinkAboutIR 8791INFORMAL REPORT TO CITY COUNCIL MEMBERS 6��T�pFO r a F7[ rasa No. To the Mayor and Members of the City Council August 8, 2006 Page 1 of 1 SUBJECT: VOLUNTARY ANNEXATION, AVONDALE HASLET ROAD Tarrant County, with the full support of the Transportation and Public Works Department, has requested the voluntary full purpose annexation of 7.385 acres of land in Tarrant County, consisting entirely of a portion of the existing right of way of Avondale Haslet Road. The portion of the right of way proposed for annexation lies between the east right of way line of US Highway 287 and the west right of way line of Bates Aston Road. This acreage is less than one -half mile in width, is contiguous to the City of Fort Worth and is vacant and without residents; therefore, it qualifies for annexation under the procedures set out in the Local Government Code Section 43.028. The property owners have requested annexation under this provision; which allows for the municipality to hear the petition and act upon it within 30 days. The property immediately adjacent to the south right of way line of Avondale Haslet Road is currently within the City limits. Due to imminent development of this tract of land, on the south side of Avondale - Haslet Road between the US 287 northbound frontage road and the BNSF RR, it is necessary for the City of Fort Worth to annex the existing road right -of -way so that the City and Developer can enter into a Community Facilities Agreement (CFA) for improvements to Avondale - Haslet Road. Without annexation, 0 e City would be unable to enter into a CFA and the roadway would be left to County standards. nnexation protects the City's transportation interests. Attached for your information is a map of the proposed annexation, Staff Report on the Fiscal Impact and Fiscal Impact Analysis spreadsheet. While the Fiscal Impact Analysis projects a negative impact on the General Fund Budget, staff would recommend the annexation to allow for developer participation in future right of way improvements necessary in the area. This annexation, if adopted, will be an addition to Council District 7. Staff is prepared to address any council questions regarding this proposed annexation. Should no objections be expressed, staff will process the necessary documents for Council consideration in accordance with Local Government Code Section 43.028 on August 8, 2006. ' 4 - Charles R. The Police Department conducted an analysis of call demand for the subject annexation area. The Police Department estimates the call activity upon annexation will be very low, averaging 0 - 4 calls for service per year. Based upon an average cost per call of $51, the first year cost is estimated at $204. Within five years we anticipate 2 —8 calls for service at an estimated cost of $408. Fire and EMS first responder services will be dispatched from existing Fire Station 41, located at 824 Blue Mound Road W., to the proposed annexation. Current fire department response time goal is to arrive on the scene of emergencies within 5 minutes or less from the time of dispatch at 75% of the time. Based on the existing fire stations located close to this proposed annexation area, the fire department will be able to meet this response time goal. K Fiscal Impact Analysis Avondale Haslet Road AX -06 -006 Current Estimated Response Criteria to the Proposed Annexation Area: These estimated response times were calculated using GIS software; traffic congestion, road conditions, time of day, and weather conditions have not been factored in. ❑ EMS — Basic Live Support o BLS will be provided under the existing contract with Med Star. o No additional funds are required for these service levels. ❑ EMS — Advanced Life Support Advanced Life Support response provided by MedStar is greater than 9 minutes to the proposed annexation area with a potential of at least a 30- minute transport time to the nearest trauma center. ❑ Roads and Streets: The following costs are estimated for Avondale- Haslet Road: o Startup services are estimated to be $2,800 for pavement markings and signs. o Existing routine annual maintenance costs are estimated to be $28,900. o Future capital improvements for the City are estimated to be $4,635,000 for concrete pavement, storm drains, one traffic signal, streetlights, railroad crossing, right -of -way, pavement markings and signs for the design, inspection, and construction of a 4 -lane undivided arterial street. o Future maintenance costs for streets, storm drains, traffic signal, streetlights, pavement markings, and street signs are estimated to be $42,200 per year after build out. o Future major pavement maintenance costs are estimated to be $248,400. Fiscal Impact Analysis Avondale Haslet Road AX -06 -006 ❑ Code Compliance o This 7.385 -acre parcel brings the total of land that has been, or will be, annexed for right -of way (ROW) purposes to 135.68 acres during CY 05 & 06. This area will initially be added to Code's Field Operations — Neighborhood Code District 6. Code Compliance services will be extended with little or no anticipated additional cost at the time of this annexation. o However, with increased ROW acquisitions through annexations, there will be a need to increase staffing and equipment, or contractual costs, to maintain City ROWS. ❑ Parks / Forestry o Area would be added to the north operations district of the Parks and Community Services Department o Since there are no existing streets in the area, there would be no forestry costs at this time. o Parks and Forestry services will be extended at no anticipated additional costs directly related to this annexation. o If this area is annexed and residential development occurs, fees in lieu of dedication or dedication of parkland would provide for neighborhood and community park facilities through the participation of the developer. Additionally, the City of Fort Worth will need to dedicate additional funding for recurring maintenance of the newly developed park property. ❑ Library o Area to be annexed consists only of a Right of Way portion of Avondale Haslet Road, from US HWY 287, east to Bates Aston Road. o This area will not be developed; therefore, Library service estimates are not warranted. ❑ Health / Animal Care and Control o Consumer Health Specialists (CHSs) Vector Control duties estimated at 1.5 hours or $113 or .072% of time. Customer Service Representative II time estimated at .75 hours, $31, or .036% of time. o The Animal Care and Control Division would provide full animal and rabies control services with response based on priority. This area is currently serviced through a contract with Tarrant County for limited rabies control. Servicing this area will consist of impounding animals causing traffic hazards and rescue of injured animals. Costs should be limited to less than $100 per year. ❑ Solid Waste / Environmental o Service to single - family and duplex residential units in this annexation area would be provided through the existing City residential solid waste 4 Fiscal Impact Analysis Avondale Haslet Road AX -06 -006 contract. Customers would pay monthly charges through their water bill that cover the direct and indirect costs of these services. o Private service providers at the discretion of the customer may continue to provide solid waste collection services for businesses and multi - family dwelling complexes having three or more units. Private solid waste collection providers must have an active Grant of Privilege to provide service within the city limits. o Storm Water Protection services will be extended at no anticipated additional costs directly related to this annexation. ❑ Water and Wastewater o All water and wastewater facilities will be at the developer's cost. Water and sewer line sizes will be determined based upon the water /sewer study provided by the developer's engineer. Any City participation on water and sewer facilities will be in accordance with the "Installation Policy of Community Facilities ". Summary From a fiscal standpoint, there will be no direct revenue generated from this ROW annexation. City services from Police, Transportation and Public Works, Fire, Code Compliance, and Animal Control will be utilized; therefore, the ROW will produce a ($291,057) negative financial impact to the General Fund at buildout. isWater, Sewer, and Solid Waste Funds will not be impacted because those Funds will recover costs from their customers, and revenues will equal expenditures. Additionally, all on site water and wastewater facilities will be at the developer's cost. Should the area not be annexed, it is believed there would be some negative impact in providing public safety services to adjoining properties as well as installation of roadway infrastructure supporting the area's growth.
