AN ORDINANCE AMENDING SECTIONS 2 AND 4 OF ORDINANCE NO. 2681 , WHICH CITY SECRETAF
IS AN ORDINANCE CREATING AN EMERGENCY BOARD, BY PROVIDING THAT SAME
SHALL BE A SEPARATE BOARD OF THE CITY OF FORT WORTH COMPOSED OF FT. WORTH, TE
FOURTEEN ( 14) MEMBERS, WITH THE CITY MANAGER OF SAID CITY SERVING AS
CHAIRMAN THEREOF, AND FURTHER PROVIDING THAT SAID CITY MANAGER BE
DESIGNATED DIRECTOR OF CIVIL DEFENSE, WITH FULL POWER AND AUTHORITY
TO ESTABLISH AN OFFICE OF CIVIL DEFENSE AND TO APPOINT A COORDINATOR
THEREOF; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH AND MAKING
THIS ORDINANCE CUMULATIVE OF ALL OTHER PROVISIONS OF ORDINANCES NOS.
2681 , 2784, 2868 and 3649 AND ALL OTHER ORDINANCES ON THE SAME SUB-
JECT MATTER EXCEPT WHERE SAME CONFLICT HEREWITH; AND NAMING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1 .
That Section 2 of Ordinance No. 2681 be and the same is hereby amended so
that hereafter the same shall read and be as follows:
Section 2,
Pursuant to the Charter of the City of Fort Worth and the laws and
Constitution of the State of Texas, there is hereby created, as a
separate board of the City of Fort Worth, what shall be known as an
Emergency Board. This Board shall be composed of fourteen ( 14) members,
four (4) of whom shall be selected from among the citizens of the City
who have demonstrated their interest and ability in solving major pro-
blems of vital concern to the public requiring immediate and timely
action. The said four (4) members shall be nominated by the Mayor and
confirmed by the City Council , and the remaining ten ( 10) members shall
be the President of the Chamber of Commerce of Fort Worth, the County
Judge of Tarrant County, the Chairman of the Tarrant County Chapter of
the Red Cross, the Mayor of the City of Fort Worth, the President of
General Dynamics-Fort Worth, the Commanding Officer of the Texas State
Guard, the Manager of the Associated General Contractors, a representa-
tive of the Trustees of the Fort Worth Independent School District, a
representative of the Tarrant County Water Control and Improvement
District No. 1 , and the City Manager of-the G_ity_ of Fort Worth, who shall
be Chairman of the board.
SECTION 2
That Section 3 of Ordinance No. 2681 be and the same is hereby amended so
that hereafter the same shall read and be as follows:
Section 3
The functions of the Emergency Board shall be to advise and assist the
City Manager in matters relating to disaster planning for the purpose of
aiding the City Manager coordinating and correlating the activities of all
agencies, organizations and citizens, so that in the event of a major
disaster, persons, firms or corporations charged with a specific duty
in connection with adequate measures to protect and preserve life and
property will be at their respective post of duty at the proper time,
so that the greatest degree of efficiency may be obtained, and so that
interference on the part of one person or agency with that of another
may be resolved to a irreducible minimum.
SECTION 3.
That Section 4 of Ordinance No. 2681 be and the same is hereby amended so
that hereafer the same shall read and be as follows:
Section 4.
The City Manager of the City of Fort Worth, or anyone duly authorized
to perform his duties in his absence, is designated Chairman of the
Emergency Board and Director of Civil Defense, with full power and author-
ity to establish an office of Civil Defense and appoint a coordinator
thereof, who shall aid the City Manager in mobilizing, coordinating and
correlating all the activities of all agencies, forces, organizations and
persons under the command and within the jurisdiction of the City. In time
of disaster, the City Manager shall assume full responsibility for and con-
trol over disaster operations, and shall exercise every character of super-
vision and surveillance at his command to make certain that a supreme effort
is made on the part of everyone concerned to afford relief to all in distress
and to protect life and property in every possible way and manner.
SECTION 4.
That this ordinance shall repeal every prior ordinance in conflict herewith,
but only insofar as the portion of such prior ordinance shall be 1n ,d6hft!ct,i .and
as to all other sections of Ordinance No. 2681 and all other ordinances on the
same subject matter not in direct conflict herewith, this ordinance shall be and
is hereby made cumulative.
SECTION 5.
That this ordinance shall take effect and be in full force and effect from and
after the date of its passage, and it is so ordained.

Honorable Mayor and Re: Proposed Changes in Emergency
Members of the 61 ty Council Board
City of Fort Worth -
The need for immediate arnd decisive action 1n the-event of a national or
local emergency has caused a dumber of changes in concept regarding the
organization of 01*1 1 Defense planning and coordination. More than 10
years ago, the City enacted an ordinance which created a board to cootdi'ta
agate disaster operations as a separate department of the city government. %
:Ordinance 2681 , adopted In 1949, provides for an Emergency Board consisting
of 14 members, of which the City Manager is Chairman. The continuing work
of disaster planning and coordination, however, 116$ been assumed by the
City Manager as Qirector of the Joint City-County tivIA Defense Office.
The Emergency Board has served in a stand-by capbclty.
It Is proposed that an ordinance b$ etlbcted which provides for the organiza-
tionai needs of the City in emergency planning and coordination, and which
officially designRates the City Hanlger as Director of Civil Defense and
authorizes him '-* appoint and direct the activities of a_Coord Rstor of
the Office of Civii Defense. Such an ordinance should also provide for an
Emergency Board, acting as an advisory *wrA r*ther than as a department
In coordinating disaster operations and in t6he rating community support
for the Civil Defense program.
New provisions of the proposed ordinance are as follows%
1) The City -Manager is desiihated ter of Civil Defense for the
City -of Fort Worth;
2) The City manager Is authorized to establish an Affice of Civil
Defense and apotint the Coordinator of Civ1I De onse;
3) The City Manager shall exercise adminisjletive and fiscal control
over the activities iwf '",* Clwil Defense 'Office; and
4) The Emerg4iay 006rd shall act as an advisory and planning coordW
nation body''rather than as a separate department of the City.
Provisions of the existing ordinance which are retained in the proposed
ordinance are as follows:
1) The Emergency Board shall consis# of 14 members, 10 of whom shall
fill places on a continuing basis by virtue of their positions or
major responsibilities in the community; four additional members
shall be nominated by the Mayor and confirmed by the Council (the

privibus four members included representatives from Carswell AFB,
Texas Electric Service Company, a Large contracting compapy, and
the Army Corps of Engineers);
2) The City Manager shall act as Chairman of the Emergency Board; and
3) The Emergency Board shall otherwise advise and assist the City
Manager in making plans for coordinating and correlating the
activities of all agencies, organizations and citizens of the
City in event of a disaster.
Recently, the Council has taken action to expand disaster planning and train-
ing activities of the local Civil Defense Office. Appointment of highly
qualified and interested citizens to the Emergency Board would help provide
broader community support for the accelerated Civil Defense program.
It is recommended that the proposed ordinance be adapted and that the four
appointive positions, plus four alternates, be filled.
