HomeMy WebLinkAboutIR 8781INFORMAL REPORT TO CITY COUNCIL MEMBERS No. To the Mayor and Members of the City Council June 13, 2006 Page 1 of 1 a " t rx, SUBJECT: Sustainable Development Projects rays The purpose of this report is to provide the City Council with information about seven projects in Fort Worth that have been selected for funding through the North Central Texas Council of Governments' Sustainable Development Program. On January 19, 2006, the City Council (M &C G- 15065) authorized the Planning Department to nominate seven projects for funding through the Sustainable Development Program. On April 13, the Regional Transportation Council (RTC) approved funding for six of these projects as follows: The RTC also selected the Sierra Vista Transit Plaza to receive $400,000. The Fort Worth Transportation Authority (The T) had submitted this application, and will serve as the lead in handling the administration and funding of the project. Since The T does not have land use control of the site, however, NCTCOG requires a resolution from the City expressing support for the sustainable development project and authorizing the City Manager to execute an appropriate Interlocal Agreement with NCTCOG. The City had also nominated the Polytechnic/Wesleyan Streetscape project to receive funds, but that project was not selected by the RTC. Unless directed otherwise, the Planning Department will proceed to place an appropriate M &C and resolution for each of the seven funded projects on the June 20 City Council agenda, in advance of the July 14 NCTCOG deadline. Brief descriptions of each project are included in Attachment A. Boswell ity Manager ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS Attachment A SUSTAINABLE DEVELOPMENT PROJECTS Capital Improvements Museum Place - This vertically integrated, mixed -use urban development located at the intersection of University, West Seventh, Bailey and Camp Bowie on 15 acres and six city blocks includes retail, restaurants, offices, over 450 residential units, and the relocation of a U.S. Post Office. The Sustainable Development funds will provide deep sidewalks for outdoor dining and plazas for public gathering, raised plateau intersections, and on- street parking with dedicated bike lanes surrounding each block. West Berry Streetscape - Grand Marc Project - The Grand Marc development, located at Berry Street between Waits and Greene Avenues, mixes ground floor retail with residential on the upper floors, and includes structured parking to serve both residents and patrons of the businesses. The Sustainable Development funds will provide design elements such as articulated intersection designs, landscaped medians, widened sidewalks, on- street parking, landscaping along the street's edge, and street furniture. Trinity Bluff - This 30 -acre project represents $330 million of mixed -use development within walking distance to Sundance Square in downtown Fort Worth. The Sustainable Development funds will provide for streetscape enhancements such as generous sidewalks, crosswalks, pedestrian lighting, and landscaping. McAdams Building and Six Points Center - This mixed -use project, located on the corner of Riverside Drive, East Belknap, and Race Street, combines new construction with the recent renovation of the historic McAdams Building. The Sustainable Development funds will provide for streetscape improvements such as sidewalks, crosswalks, and landscaping. West Rosedale Street Retrofit - Projects including Midtown, Oleander Walk, Villages of Samaritan House, and Magnolia Green along West Rosedale Street from South Main Street to Forest Park call for streetscape enhancements to increase pedestrian activity. The Sustainable Development funds will contribute to curb extensions, tree planters, on- street parking, native landscaping in medians, reduction of turn lanes, and pedestrian signals. Fort Worth Transportation Authority Sierra Vista Transit Plaza - The Sierra Vista Transit Plaza is located in an area recently designated by the City of Fort Worth as the Berry/Riverside Urban Village. The Sierra Vista redevelopment project includes 232 single - family homes to be built by History Maker Homes. The plaza will feature covered seating in a well -lit, landscaped setting adjacent to retail, and will function as public space and a center for transit and pedestrian traffic. The streetscape plans will include sidewalk construction, crosswalk paving, tree placements, street furniture, and pedestrian scale street lighting. Planning Only Evans and Rosedale - The Evans & Rosedale planning project will create urban design standards and streetscape and transportation infrastructure plans in a small area to prove its suitability for a larger, urban neighborhood. The proposed activities and programs would continue the revitalization and redevelopment of this 15 -acre urban village and its immediate surrounding area.
