This Informal Report is in response to the City Council's request to receive a monthly update on
development activity within the City and the measures staff are using to improve the development
process. Staff also generates a monthly report to keep the Council informed of the volume of
development activity, process improvements and staff's performance in implementing changes
and improving the delivery of plan review and permits. This activity report consists of metrics
associated with building permits, infrastructure, stormwater development, and water development
plan review. It provides updates on continuous development process improvement efforts. The
monthly Development Activity report is attached for your use and information.
March 2020 Highlights
Building Permits
• Total commercial valuation (including remodels and additions) for March 2020 was
$262 million compared to:
o $440 million in February 2020, down 40%
o $230 million in March 2019, up 14%
• Total commercial valuation (including remodels and additions) between March 16 — 31
was $148 million compared to $114 million between March 1 - 15, up 30% in the 2nd
half of March 2020.
• In March 2020, 139 new commercial permits were issued compared to:
0 120 new commercial permits issued in February 2020, up 16%
0 90 new commercial permits issued in March 2019, up 54%.
• 82 new commercial permits issued between March 16 — 31 compared to 57 new
commercial permits issued between March 1 — 15, up 44% in the 2nd half of March
2020.
• 12 new commercial permit applications were received between March 16 — 31
compared to 30 new commercial permit applications received between March 1 — 15,
down 60% in the 2nd half of March 2020
• In March 2020, 612 new single-family permits were issued compared to:
0 526 new single-family permits issued in February 2020, up 16%
0 468 new single-family permits issued in March 2019, up 31%

• 293 new single-family permits were issued between March 16 — 31, compared to 319
new single-family permits issued between March 1 — 15, down 8% in the 2nd half of
March 2020.
• 276 new single-family residential applications were received between March 16 — 31
compared to 285 new single-family residential applications received between March 1 —
15, down 3% in the 2nd half of the March 2020.
• 375 new commercial and new single-family permits were between March 16 — 31
compared to 376 new commercial and new single-family permits were issued between
March 1 — 15, down 0.3% in the 2nd half of Mach 2020.
Customer Service
• The Overall Customer Service Satisfaction was 82% for either Very Positive or
Somewhat Positive for March 2020, results are steady with 82% in February 2020.
• Chart A shows survey responses for March 2020.

Current Month was 10 days compared to 11 days in the CY 2019 Annual Report, down

Plat/CFA
• 8 CFA applications were received between March 16 — 31 , compared to 7 CFA
applications between March 1 — 15, up 14% in the 2nd half of March 2020.
• 12 Plat applications were received between March 16 — 31 , compared to 14 Plat
applications between March 1 — 15, down 14% in the 2nd half of March 2020.
Response to COVID-19 Pandemic
• In our efforts to reduce the risk to staff and our development partners due to the
COVID-19 pandemic, the Development Services Department has made all required
applications/permits available online. We have increased the permits types available in
our online permitting system by 50% and added the capability to accept all
Development Services fees remotely. While we work to add the remaining permit
types, fillable pdf forms have been created and placed on the website so that
customers can submit them by email.
• Every member of the Development Sevices Department office staff has been equipped
with the ability to work from home which has been utilized by the majority of staff. All
staff meetings, consultations, and pre-development conferences are currently being
held virtually via WebEx. Thus far, the process has been effective and staff is still
exploring more innovative ways to better serve customers.
• Most inspection services remain the same, with the exception that staff has begun
performing live video inspections for certain permit types.
• Staff is working with a team that includes ITS, Law, City Secretary, and
Communications on setting up remote meetings for boards and commissions: The
April 22nd City Plan Commission will be conducted remotely. The department plans to
expand to other boards and commissions meetings in the coming months.

• The following fire permits have been made available via Accela for application
submittal, review, and payment: Sprinkler, Standpipes, Fire Alarms, Special Agent
Suppression Systems (Halon, Dry Chem), Access Control Systems.
• The Development Services Department continues to work with both internal and
external stakeholders to move as many applications/actions as possible to digital
platforms than in-person actions. Action items include electronic contract execution,
electronic signature for plats and infrastructure plans, and electronic filing of plats and
agreements with counties. Staff is developing both SOPs and guidance documents for
these actions for both internal and external customers. Additionally, the Development
Services Department website is being updated to be more user-friendly and
accommodate customer needs.
