rFx� SUBJECT: Emergency Construction Contract to Repair the
1673 John Justin Parking Garage, Will Rogers Memorial Center
The purpose of this Informal Report is to inform Council of staff's plan to execute an emergency
construction contract with Sedalco Construction Services to repair the John Justin Parking
Garage at the Richardson -Bass Building, the Will Rogers Memorial Center. Staff anticipates the
contract will be more than $25,000.
In January 2006 cracks were discovered in the concrete support I -beams of the John Justin
Parking Garage which was built in the 1986 -87 timeframe. Based on staff inspection and safety
concerns, staff contracted with a firm to shore the concrete beams with scaffolding on a
temporary basis.
Huitt - Zollars, Inc. was contracted via the City's open -ended annual architectural services
agreement, to conduct on -site investigations and provide corrective recommendations. Sedalco
Construction Services, who was on -site doing other work and had done some work on this
garage years ago, was contracted to assist Huitt - Zollars by excavating the foundation and
is removing brick veneer and concrete slab areas. Huitt - Zollars recommended that the affected
areas be barricaded immediately to prevent patrons from parking in these areas. The
barricades blocked off 20 parking spaces on each floor.
The Huitt - Zollars' report described serious structural issues including: rotation of the bearing
wall; signs of web, flange, and bearing failure; and loosening, spalling, and failing of the
embedded plates for the double tees. Huitt - Zollars was contracted to do the required design
work.
This project should be exempt from the competitive bid requirements pursuant to Local
Government Code §252.022, and authorized by AR C -9 as a procurement necessary due to
unforeseen damage to public property.
Staff intends to execute an emergency construction contract with Sedalco Construction Services
as soon as agreement is reached on the contract scope, schedule, and price. An M &C
requesting Council to ratify the emergency construction contract will follow immediately
