There were 15 persons in attendance. The meeting consisted of an explanation of the over-all assessment paving program and a discussion of the type of pavement to be used, the methods used for computing the assessment rate, and the City policy for awarding credits. Units 1 and 2 - Pafford Street: No objections were voiced at the hearing. Unit 3 - Flint Street: A poll card survey was conducted on Flint Street at the request of one property owner. There are four lots involved, one is vacant but is owned by a person residing outside the neighborhood, another is vacant; however, the owner resides next door and has developed the lot as part of his lawn, and the remaining two lots contain owner occupied dwellings. The poll card survey indicated that two owners were opposed to the paving, one was in favor, and the remaining one submitted no objection. On the basis that fifty per cent of the owners offered no objection to the paving, Flint Street was placed in a project. Upon receipt of bids another poll card survey was made. The results were identical to those of the first survey. A plat is attached showing the subject property. Units 4 and 5 - Frazier Avemze: No objections were voiced at the hearing. Units 6, 7 and 8 - Spurgeon Street: No objections were voiced at the hearing. OFFICIAL RECORD CITY SECRETARY FT.
