AN ORDINANCE PROVIDING THAT THE PORTION OF MON JT. WORTH, TEX.
STREET BETWEEN THE NORTH LINE OF THE NEW FEDERA
BUILDING SITE AND THE WESTERLY LINE OF THROCKMORTON
STREET BE VACATED, ABANDONED AND CLOSED; PROVIDING
FOR THE REVERSION OF THE INTEREST OF THE CITY OF
FORT WORTH IN SAID LAND; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1.
That the hereinafter described portion of Monroe Street
be and the same is hereby closed, abandoned and permanently va-
cated as a street or public thoroughfare of any kind or char-
acter whatever, save and except that easements are retained for
the location, construction reconstruction, operation and main-
tenance of any and all existing utilities and future installa-
tions of utilities:
Commencing at a "Y" cut in concrete at the in-
tersection of the westerly line of Throckmorton
Street with the west line of Monroe Street; thence
south along the west line of Monroe Street a dis-
tance of 110 feet more or less to the north line of
Lot 9, Block 7, Tidball's Subdivision, said point
being in the north line of that portion of Monroe
Street closed by Ordinance No. 5110; thence east
along a straight line, said line being the north
line of that portion of Monroe Street closed by
Ordinance No. 5110, to the east right of way line
of Monroe Street; thence north along the east line
of Monroe Street to its intersection with the westerly
line of Throckmorton Street; thence northwesterly
along a straight line to the point of beginning.
SECTION 2.
That it is specifically understood and agreed by the City
of Fort Worth and the adjacent owner of the fee that no struc-
tures will be permitted above the existing street grade in the
closed portion of Monroe Street described in the preceding sec-
tion with the exception that a structure not to exceed ten (10)
feet in height and one pylon or similar type sign, the exact
location and type of said sign to be subject to the approval
of the United States Government and the City of Fort Worth,
will be permitted in the portion of Monroe Street particularly
described as follows:
Beginning at a "Y" cut in concrete at the
intersection of the westerly line of Throckmorton
Street with the west line of Monroe Street; thence
south along the west line of Monroe Street a dis-
tance of 68.5 feet to the northerly beginning
corner of the tract being described; thence east
along a straight line a distance of 14 feet to a
point; thence south along a straight line parallel
to the west line of Monroe Street a distance of
20 feet to a point; thence west along a straight
line a distance of 14 feet to a point in the west
line of Monroe Street; thence north along the west
line of Monroe Street to the point of beginning.
SECTION 3.
That the interest of the City of Fort Worth in the fee to
the land in said street is hereby released and shall revert to
the adjacent owner of the fee as provided by law.
SECTION 4.
That all ordinances or parts of ordinances in conflict
herewith are hereby repealed.
SECTION 5.
That this ordinance shall take effect and be in full force
and effect from and after the date of its passage.

Service Life Insurance Company, owner of property on the west side of Monroe
Street, south of Throckmorton Street, has requested that Monroe Street be
closed between the north line of the site for the New Federal Building, and
the west line of Throckmorton Street. A map and preliminary drawing are
attached which show how the proposed street closing will permit beautifica-
tion of the entrance to a drive-in bank facilie� -now under construction on the
west side of Monroe, construction of an additional drive-in teller window, and
erection of a sign.
Private utility companies, the Public Works, Traffic Engineering, Water and.
Ctty Planning Departments, and the General Services Administration have re-
viewed the request and do not object to the proposed closing, provided the
following conditions are established by ordinance:
1) That easements are retained for existing and proposed utilities;
2) That no structures may be built in the former right-of-way other
than one drive-in teller window;
3) That the exact type and location of the sign be subject to approval
of the City and Federal governments.
Representatives of the insurance company have agreed to all conditions of the
proposed closing and further agree that traffic flow through the drive-in
banking facility shall be one-way only from north to south, as shown on the
preliminary plan. New sidewalk and curbing aligned with existing improve-
ments on Throckmorton will be constructed by the property owner. It is also
agreed that the area around the drive-in teller facility will be landscaped.
by the use of planter boxes.
Standard procedures for street closings provide that abandoned right-of-way
shall revert equally from the center line to the adjacent property owners.
When Monroe is closed to Throckmorton Street, approximately 1,150 square
feet will revert to the City. Plans for the drive-in bank require the City's
portion of the former roadway, plus a small portion of 150 square feet from
the north point of the City Hall tract to permit the smooth flow of traffic
from the facility.
Attached, to this communication is a letter from the president of the Service
Life Insurance Company, containing a proposal to pay the City $6 per square
foot for an estimated 1,300 square feet of land in the street and from the
Cfty Hall tract, plus the cost of reconstructing sidewalk along Throckmorton
Street to connect with the present sidewalk and City Hall tract, the re-
location of street and traffic lights and signals, adjustment of sidewalk on
the City Hall tract affected by the construction, and installation of
necessary drainage facilities, in a manner subject to the approval of the

C=ty. The Public Works Director and the City Land Agent have reviewed the
proposal and., in view of the restrictions on the land proposed for sale by
the City, h&v6 determined. that $6 per square foot is a reasonable prase.
RECOMMENDATIONS
On May 13, 1964, The City Plan Commission reviewed the request and recommends
that an ordinance be adopted closing the street, subject to the conditions
stated- If the City Council closes Monroe Street, authority is also requested
for the Mayor to execute a quit claim deed conveying approximately 1,300
square feet, including the east half of Monroe Street and a portion of the
City Hall tract, to the Service Life Insurance Company for $6 per square foot,
plus the cost of adjusting sidewalks, drainage and lighting and street
signalization.
