The procedures concerning owner participation in the cost of paving, including methods and policies of determining assessments, street construction standards, and method of payment were explained to the 18 persons in attendance. UNIT 1, SPRINGER AVENUE - White Oak Lane to Ester Drive No objections to the paving were stated at the hearing. UNIT 2, CHESTNUT AVENUE - N.W. 31st Street South 250 Feet No objections to the paving were stated at the hearing. UNIT 3, LAGONDA AVENUE - Park Street to N.W. Nineteenth Street. No objections to the paving were stated at the hearing. p\ UNIT 4, ROBIN STREET - Lagonda Avenue to Nabers Street CCU No objections to the paving were stated at the hearing. UNIT 5, NINETEENTH STREET - N.W. Eighteenth Street to Lagonda Avenue No objections to the paving were stated at the hearing. UNIT 6, LAGONDA AVENUE - N.W. Nineteenth Street to Nabers Street No objections to the paving were stated at the hearing. UNIT 7, CHESSER BOYER ROAD. - Sylvania Avenue to Tom Ellen Street For a number of years, residents of the North Riverside Estates Addition who have permanently paved streets have requested the Public Works Department to provide paved access over Chesser Boyer Road to Sylvania Avenue. Chesser Boyer Road is an important segment of the street net- work north of 28th Street and west of Beach Street. The section of Chesser Boyer Road now unpaved will be improved 40 feet wide with reinforced concrete. Industrial type street speci- fications are needed because of existing and new industrial development activity in the area. Mrs. Henry Salam, 4116 Ranier Court, the owner of Tract 1B, J. C. McComas Survey No. 1039, stated she was of the opinion that her property value would not increase by the amount of the proposed assessment. Because the tract has exceptionally long frontage on Chesser Boyer Road in relation to its depth, the Public Works Department obtained an outside independent appraisal which justifies a reduction in the assessment from $13,300.44 to $10,000.00, and which is acceptable to Mrs. Salam. The Public Works Department recommends the assessment against Tract 1B be reduced to $10,000.00. B. J. Tillman, representing T & P Railroad, stated that the railroad did not feel it would derive any benefit from the paving. ATTACHMENT "A" Page 2 of 2 UNIT 8, MAURICE STREET - Sylvania Park Drive to West Beach Street; UNIT 9. WEST BEACH STREET v Maurice Street (to the west) to Maurice Street (to the east); UNIT 10, MAURICE STREET - West Beach Street to Harper Street; and, UNIT 11, HARPER STREET - Maurice Street to Service Road, Hwy. 121. Mr.. Warren Donaldson, 610 Riverside Drive, the owner of Tract 9, L. G. Tinsley Survey, questioned why the street was being paved. Mr. Donaldson stated he was opposed to paving the street but would help pay to have the street graveled. The paving of Maurice Street, Unit 10, was initiated by the City at the request of Lubri- cation Engineers, Inc., who have constructed a large office building costing in excess of $250,000 on Tract 11, L. S. Tinsley Survey. A large parking lot with entrances and exits on Maurice Street has also been constructed. The company has donated a strip of land con- taining 6971 square feet for use in widening Maurice Street. The Engineering Division of the Public Works Department is of the opinion that the paving of these streets will benefit and increase the value of all the surrounding property and it is to the best interests of the City and the public-at-large to complete the paving. (See Attachment "A-1"). Units 8, 9, and 11 were included in the project to provide continuous paving in the area. Two parcels of right-of-way, both belonging to Mr. Donaldson, must be acquired for the paving of Maurice Street, Unit 10, Purchase of the parcels is recommended in M&C L- 2002 which is also included for City Council consideration on April 11, 1966. t cry E Rr .81 rry, r ATTACHMENT "B" Page 1 of 12 11 LOCATIONS - NORTH SIDE 097-24000-144 PER CENT CONTRACTPIICIL.......................................................................................................... 109,928.45 ENGINEERING ............................................................................................................. 10,992.85 ESTIMATEDCONSTRUCTION COST..............................................................................................................= 120J21.30 100.0 RESIDENTIAL FOOTAGE 7,103.29 59.7 COMMERCIAL FOOTAGE.............................. 4,799,80 40.3 TOTAL FOOTAGE............................................ 119 903.09 100.0 RESIDENTIAL ASSESSMENT»....................................................s 42,870.60 35.5 COMMERCIAL ASSESSMENT.................................................... 48,280.11 39.9 GROSSAMOUNT ASSESSED..........................................................................................= 91,150.71 75.4 LESS CREDITS,GRANTED................................................................................................ 26,025.65 21.5 TOTALNET ASSESSMENT. ............................................................................................................................ 652125.06 53.9 NET AMOUNT PAID BY CITY AT LAM......................................... .....................................$j5j,796.24 46.1 SIGNED RESULT OF POSTCARD SURVEY ORIGINAL FOR AGAINST NO OBJECTION TOTAL PETITION PAVING PAVING SUBMITTED NO.
