Sandy Lane is designated as a collector street in the Meadowbrook Sector Plan for the City and will connect East Lancaster (U. S. 80 East) with Meadowbrook Drive, and eventually will extend to Randol Mill Road. Improvements The improvements will consist of widening the existing County-type road to a 44-foot width by construction of seven-inch thick hot-mix asphaltic concrete pavement, seven-inch'high concrete curb and eighteen-inch wide concrete gutter on a six-inch lime stabilized subgrade, along with six-inch thick concrete driveways and required storm drainage improvements. Rose Hill Burial Park abuts the greater portion'of--the west side of the project. No assessment is proposed against Rose- Hill Burial Park as recommended by the Legal Department, based on a 1955 case; Mount Olivet Cemetery versus the City of Fort Worth, Book No. 275 S.W. 2d, Page 152, where the court ruled against the City and thereby set a precedent. The enhancement to the remaining properties is difficult to determine in some instances and therefore an independent land appraiser has been employed to determine the enhancement as a result of the street improvement. The appraiser and his report will be available at the Benefit Hearing. Project Cost and Financing Based on the low bid and standard policy, approximately $35,845.90 will be assessed against abutting-property owners, to be provided for by a bond fund transfer from Revolving Fund Unspecified. However, the assessments are subject to change based on appraisals by the in- dependent land appraiser. Total construction, inspection engineering and administrative salaries and miscellaneous costs to the City will be approximately $119,600. Sufficient funds of approximately $153,000 are available in Project Account No. 104-23000-119 to fin- ance the above and required- right-of-way. Recommendations It is recommended that: 1) The following Bond- Fund=Transfer be approved: Amount From To Reason $35-9-645.90 Unspecified Sandy Lane To provide funds Revolving Revolving for property own- Fund, 042- Fund, 042- ers' share of con- 09724-901 10423-119 struction cost of Sandy Lane, Pro- ject No. 104- 23000-119. 2) 4 ordinance be adopted: (a) Declaring the necessity for and ordering the im- provements; DATE REFERENCE SUBJECT: Award of Contract - Sandy Lane PAGE NUMBER 7/2/73 C-2553 Improvements 3 of 3 (b) Making provisions for levying of assessments; (c) Directing the Public Works Director to prepare estimates of costs and amounts to be assessed; (d) Awarding the contract- to'-Austin Road Company in the amount of $141,337.02; and, (e) Making provisions to• cover- indebtedness thereby incurred for improvement's-of the project named above. 3) An ordinance be adopted: (a) Approving the estimates of costs and amounts to be assesse and, (b) Setting joly 39, , as the date of the Benefit Hearing. Lancaster to 90 ' S. of Beckwood Drive CITY OF FORT WORTH PUBLIC WORKS DEPARTMENT ENGINEERING DIVISION ASSESSMENT PAVING ON SANDY LANE On Monday, June 18, 1973,. a Neighborhood Meeting was conducted by the Engineering Division of the Public Works Department at the East Handley Elementary School, for the Assessment Paving on Sandy Lane from East Lancaster Avenue to 90' south of Beckwood Drive, Project No. 104-23000-1.19. The meeting was attended by five property owners, namely Mr. Buster Wisrock, owner of Tract 8-D, R. R. Ramey Survey, Mr. and Mrs. J. N. Hester, owners of Lots 2 and 3, Block 2, East Craig Addition and Mr, and Mrs. David Wolfe, owners of Lot 1, Block 2, East Craig Addition. Procedures concerning proposed improvements, owner participation in costs and methods of payment were explained by Odell Schmidt to those present. After this explanation, the meeting was opened for discussion. Mr. Hester asked if he could have laydown curb and gutter instead of a driveway. Mr. Schmidt explained the disadvantage of this and the city policy concerning driveways. Mr. Hester also stated that he thought that the city should install a sanitary sewer line before improving the street. Mr. Wolfe said that he would like to be on the sanitary sewer line and that it was of more importance than the proposed improvements. 110 Mr. Wisrock said that many people living in the area would like to have sanitary sewer service. Mr. Schmidt explained that the proper procedure would be for them to petition this service through the City Water Department. He further explained that if the street was improved first, the sewer line would be laid in the parkway and the street would not have to be torn up. There were no objections to the street improvements and after a short general discussion, the meeting was adjourned.
