HomeMy WebLinkAboutOrdinance 7481 ORDINANCE NO. / 4 b 1 AN ORDINANCE PROVIDING FOR THE ESTABLISHMENT OF AN ECONOMIC DEVELOPMENT POLICY BOARD FOR THE PURPOSE OF ASSISTING THE CITY COUNCIL IN ESTABLISHING A CITY-WIDE POLICY FOR ECONOMIC DEVELOPMENT; PROVIDING FOR A MEMBERSHIP OF ELEVEN FROM SPECIFIC CONSTIT- UENCIES OF THE CITY; AUTHORIZING THE MAKING OF RECOMMENDATIONS TO THE CITY COUNCIL; PROVIDING A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULA- TIVE OF PRIOR ORDINANCES REGARDING AN ECONOMIC DEVELOPMENT POLICY BOARD; AND NAMING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. An Economic Development Policy Board is hereby established for the purpose of assisting the City Council in establishing a city- wide policy for economic development. SECTION 2. The Economic Development Policy Board provided for herein shall be comprised of eleven (11) members to be appointed by the City Council and shall be residents of the City. The board shall consist of representation from: Number of Members Place Number Business representatives 2 1, 2 Labor representatives 2 3, 4 Community Development Council 3 5, 6, 7 Plan Commission 1 8 Zoning Commission 1 9 Members at Large 2 10, 11 TOTAL 11 The members of the first eleven (11) members of the Economic Development Policy Board appointed to the even-numbered places shall be appointed for a term of two (2) years and the members appointed to the odd-numbered places shall be appointed for a term of one (1) year. Thereafter, the term of office of each board member shall be for two (2) years or until a successor is appointed. SECTION 3. The Assistant City Manager for development or his authorized representative shall be the non-voting secretary of the Economic Development Policy Board. He shall be custodian of all minutes and records of theboard and perform such other duties as the board may designate or as may be necessary. SECTION 4. The Economic Development Policy Board shall recommend economic development policies to the City Council so all city economic development activities may follow a common purpose. The board shall have the following responsibilities: 1. Develop city-wide economic development policy plan; 2. Evaluate city actions in light of that policy; 3. Determine and recommend to the City Council economic development priorities on a city-wide basis; 4. Recommend allocations of economic development funds; 5. Monitor city performance and economic development progress and make an annual report to the City Council; and 6. Carry out such other tasks as the City Council may designate. -2- SECTION S. Should any part, portion, section or part of a section of this ordinance be declared invalid or inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way affect the remaining portions, parts, sections or parts of sections of this ordinance, which provisions shall be, remain and continue to be in full force and effect. SECTION 6. That this ordinance shall be cumulative of all provisions of the Code of the City of Fort Worth (1964) , as amended, relative to an Economic Development Policy Board in those instances where the provisions of this ordinance are in direct conflict with the provisions of such Code, in which instances said conflicting provisions of such Code are hereby repealed. SECTION 7. That this ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. Various neighborhood and community organi- zations also are developing independent programs with similar goals. A Community Development Council subcommittee recently requested consolidation of expertise, decision-making authority and staff responsible for economic development activities. Recommendations Pursuant to IR #2830 of December 22, 1976, setting forth the scope, need and purpose of an Economic Development Policy Advisory Board, the following recommendations are made: 1. All economic development activities should be consolidated by the creation of a single advisory board. Existing committees and boards such as the Economic Development Advisory Committee, Community Development Council, Plan Commission and Zoning Commission would provide the basis for composition of the board. The single board would recommend economic development policy and provide a single direction for all City economic development activities. This board would have the following responsibilities: 1. Develop an Economic Development Policy Plan; 2. Evaluate city actions in light of that policy; 3. Recommend economic development priorities on a city-wide basis; 4. Recommend to the City Council allocations of economic development funds from public sources; 5. Create a forum for all economic development activities; and 6. Provide City Council with an economic development advisory board. DATE REFERENCE SUBJECT: PAGE NUMBER 2 2 1/24/77 G-3289 Economic Development Policy Board Of 2. In addition, a coalition of the implementing, public economic development organizations should be formed. This group would be a voluntary, no-cost association of all neighborhood or community agencies having economic development capabilities. These groups could provide needed input into policy planning, and duplication of effort could be decreased while agencies grow technically from association. The technical advisory capacity to the board will be provided by the coalition of public economic development organizations. This coalition will include organizations which operate in the following general areas: business growth and development, employment assistance, and community services related to economic development. Board Composition The Economic Development Policy Board shall consist of representation from: Business representatives 2 Labor representatives 2 Community Development Council 3 Plan Commission 1 Zoning Commission 1 Member at Large 1 TOTAL 11 The City Council will appoint all. Board members. Recommendation It is recommended that the City Council approve the attached ordinance creating the Economic Development Policy Board.
