AN ORDINANCE ABOLISHING IN THE POLICE DEPARTMENT
FIVE POSITIONS IN THE CLASSIFICATION OF POLICE
PRIVATE; CREATING IN THE POLICE DEPARTMENT FIVE
POSITIONS IN THE CLASSIFICATION OF POLICE SERGEANT;
PROVIDING A SEVERABILITY CLAUSE; AND NAMING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That five (5) positions in the classification of Police
Private in the Police Department, now vacant, shall be
abolished.
SECTION 2.
That five (5) positions in the classification of Police
Sergeant in the Police Department are hereby created.
SECTION 3.
That if any section, part of a section or provision of
any section of this ordinance shall be held to be void, in-
effective or unconstitutional by a court of competent juris-
diction, the holding of such section, part of a section or
provision of any section to be void, ineffective or un-
constitutional for any cause whatsoever shall in no way
affect the validity of the remaining sections and provisions
of the ordinance, which shall remain in full force and
effect.
SECTION 4.
That this ordinance shall become effective and be in
full force and effect from and after the date of its passage
as provided by law, and it is so ordained.

Five additional Police Sergeant positions are required to further implement
the supervisory staffing recommendations developed by the. Arthur Young and
Company consulting firm.
The Team Policing Evaluation Report issued by Arthur Young and Company recom-
mended that the Police Department assign a Sergeant to each sector team for the
purpose of supervising investigators. To implement this recommendation, three
additional Sergeant positions are required to provide supervision for the
three sector teams created by the November 26, 1977, realignment of the Uni-
form Services Bureau. These three additional Team Sergeants would supervise
from eight to twelve investigators and would be responsible for the normal
duties that a first line supervisor exercises in the Fort Worth Police Depart-
ment.
Arthur Young and Company also recommended in the final Management Survey
Report that the Police Department should: "Assign a full-time supervisor with
the rank of Sergeant to manage and supervise activities of the 'prison side'
of -the Rehabilitation Farm". Also, prior to the November 26th realignment,
K-9 Police Officers were assigned to teams under the command of a lieutenant.
The present system provides that K-9 officers are assigned on a City-wide basis,
which requires a supervisor (Sergeant) to coordinate and administer K-9 Police
Officers. The Sergeant assigned to the Rehabilitation Farm would supervise
five Polica Officers and be responsible for administrative functions at the
facility. The K-9 Sergeant would supervise nine officers And work the same
forty hour per week shift as his officers.
It is proposed that the Police Department increase the total Police Sergeant
authorization by five positions and decrease the total Police Private
authorization by five positions.
A provision in the Firemen's and Policemen's Civil Service Statute, Article
1269m, Section 8, states that the City Council "shall prescribe by ordinance
the number of positions of each classification" of all firemen and police-
men. Therefore, to be consistent with the provisions of Article 1269m,
it is necessary to amend the number of Police Sergeant positions and Police
Private positions by ordinance.
Financing
The authorization of five additional Sergeant positions together with a
deletion of five Police Private positions will result in a net cost increase
of $11,220. This resulting increase in cost is expected to be offset by
operational savings within the department.

Recommendation
It is recommended that the City Council approve an ordinance amending the
authorized personnel in the Police Department by: deleting five Police
Private positions and adding five Police Sergeant positions.
