AN ORDINANCE APPROPRIATING REVENUE OF THE CITY
OF THE SUM OF $241,000 NECESSARY (1) TO PURCHASE
THE FORMER FORT WORTH BANK AND TRUST BUILDING,
AND ACCOMPANYING PROPERTY, LOCATED AT 1100
NASHVILLE, AT A COST OF $195,000, AND (2) TO
REMODEL AND PURCHASE FURNITURE AND FIXTURES FOR
SAID BUILDING AT A COST OF NOT TO EXCEED $46,000
PROVIDING A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ORDINANCES IN CONFLICT HEREWITH; AND
APPROVING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That the City Manager of the City of Fort Worth shall be
provided with such revenue as may be secured from various sources
included in Ordinance No. 7598 and in the Budget of the City
Manager; and in addition thereto there is hereby appropriated a
sum of $241,000 necessary (1) to purchase the former Fort Worth
Bank and Trust Building, and accompanying property, located at
1100 Nashville, at a cost of $195,000, and (2) to remodel and
purchase furniture and fixtures for said building at a cost of
not to exceed $46,000, which said sum the City Manager shall be
authorized to transfer from the General Fund Deposits in the
Capital Reserve Fund to the General Fund Revenues and to appro-
priate said sum to Non-Departmental Capital Improvements
Account (90-90-00) of the General Fund.
SECTION 2.
Should any part, portion, section or part of a section
of this ordinance be declared invalid or inoperative or void for
any reason by a court of competent jurisdiction, such decision,
opinion or judgment shall in no way affect the remaining portions,
parts, sections or parts of sections of this ordinance, which
provisions shall be, remain and continue to be in full force and
effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance
No. 7598, but all other ordinances and appropriations for which
provision has been heretofore made are hereby expressly repealed
if in conflict with the provisions of this ordinance.
SECTION 4.
That this ordinance shall take effect and be in full
force and effect from and after the date of its passage, and it
is so ordained.

Since January 1, 1978 (M&C C--4084), the Police Department has leased the former
Fort Worth Bank and Trust Building, 1100 Nashville, as Sector A headquarters.
Two police teams currently occupy the facility with geographical responsibility
for the southeast and eastside areas of the City.
Benefits
Certain benefits have resulted from locating the Sector Headquarters at the
present facility including better coordination of assignments, improved
supervision, the elimination of supplies and materials duplication, and reduced
travel between patrol beats and Sector headquarters. The facility may be
utilized in a number of additional ways including community meetings, payment of
Municipal Court fines and utilities pay station, or for special police
operations, e.g. , Operation Westwind.
The demographic characteristics of the community indicate that the facility is
within an economically disadvantaged and somewhat transitional area. The
locAtion of a police substation in this area provides reassurance and
encouragement for redevelopment of homes and businesses. The facility is within
close proximity to three public schools which has resulted in greater safety for
the area' s children and added police/community interaction.
Contractual Options
The original lease, for a period of six months (January 1, 1978 to June 30,
1978) , was for a term of $25 with an optional renewal of one six month period
subject to the owner' s approval. The lease included a purchase option for a
price of $195,000 for the building and three parking lots.
Correspondence
The owner notified the City of Fort Worth by letter, dated May 1, 1978, of a
proposed new lease agreement, if the City chose not to purchase the property.
The City was requested to: (a) notify the leaseholder of an intention to renew
the lease by May 31 , 1978; (b) agree to renew the lease for $30,000 per year for
a period of not less than five years; or (c) make notice of intent to purchase
by June 30, 1978. Negotiations with the owner resulted in the current lease
being extended from July 1, 1978 to September 30, 1978 during which time the
City could exercise an option to purchase the facility for $195,000 or lease the
facility for $30,000 per year for a period of not less than five (5) years. It
was agreed that the City would vacate the premises by September 30, 1978 if
neither of the options were exercised.
Remodeling
Operation of the facility during the first six months indicates that some
remodeling is needed to provide better efficiency, expanded operations, and
greater public access. Funds are also needed for additional furniture and
fixtures to accommodate increased usage.

Financing
The proposed purchase price of $11.47%square foot compares favorably to
estimated current construction costs of $60.00/square foot for comparable
facilities.
Funds for purchase and remodeling could be. made available on a loan basis from
the Capital Reserve Fund (IC 264895).. The .Capital Reserve Fund would be repaid
at an annual rate of $30,000 from annual departmental appropriations.
The Chief of Police recommends that the City acquire this property as a per-
manent sector headquarters .
Recommendations
It is recommended that the City Council :
1. Authorize the purchase of the former Fort Worth Bank & Trust building at
1100 Nashville and accompanying property from Four Way Properties, Inc. ,
for $195,000..
2. Authorize the necessary expenditures for remodeling, furniture, and
fixtures at a cost not to exceed $46,000.
3. Approve a loan from the. General Fund Deposits in the Capital Reserve Fund
to General Fund Revenues; and, adopt the attached amendment to the
appropriation ordinance for Non--Departmental Capital Improvements Account
(90-90-00) of the General Fund for $241 ,000.
