AN ORDINANCE APPROPRIATING REVENUE OF THE CITY
OF FORT WORTH IN THE SUM OF $75,000 FROM THE
GENERAL FUND BALANCE TO NON-DEPARTMENTAL CAPITAL
IMPROVEMENTS ACCOUNT NO. 90-90-00 WHICH IS
AUTHORIZED TO BE TRANSFERRED TO CAPITAL PROJECT
NO. 003079-00 TO FINANCE RENOVATING AND EQUIPPING
THE OLD LIBRARY BUILDING; PROVIDING A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
APPROPRIATION ORDINANCES; REPEALING ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That the City Manager of the City of Fort Worth shall be
provided with such revenue as may be secured from various sources
included in Ordinance No. 7787 and in the Budget of the City
Manager; and in addition thereto there is appropriated $75,000
from the General Fund balance to Non-Departmental Capital Improve-
ments, Account No. 90-90-00 which is authorized to be transferred
to Capital Project No. 003079-00 to finance renovating and
equipping the old Library Building.
SECTION 2.
Should any part, portion, section or part of a section
of this ordinance be declared invalid or inoperative or void for
any reason by a court of competent jurisdiction, such decision,
opinion or judgment shall in no way affect the remaining portions,
parts, sections or parts of sections of this ordinance, which
provisions shall be, remain and continue to be in full force and
effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance
No. 7787, but all other ordinances and appropriations for which
provision has been heretofore made are hereby expressly repealed
if in conflict with the provisions of this ordinance.
SECTION 4.
That this ordinance shall take effect and be in full
force and effect from and after the date of its passage, and
it is so ordained.

The staff estimates that the cost of renovating the old Library Building for
additional office space and the cost associated with planned space adjustments
in the Municipal Building will total approximately $120,000. Some of these
expenses, such as telephone charges, utilities, maintenance supplies and
miscellaneous contractual services, are expected to be paid by the departments
involved. Most of the labor costs involved will be absorbed by the Building
Maintenance Divisicn. However, a supplemental appropriation will be required
to finance the balance of the expenses which are anticipated to total $75,000.
This amount is comprised of the following items:
Furniture and Fixtures $36,250
Repair and Maintenance (Outside) 20,500
Salaries of Regular Employees 8,778
Contingency 9,472
TOTAL $75,000
In accordance with the City Charter, all expenses associated with this project
requiring separate expenditures of $500 or more will be presented to the City
Council for approval.
Recommendation
It is recommended that the City Council:
1) Adopt a supplemental appropriation ordinance appropriating
$75,000 from the General Fund fund balance to Non-Departmental
Capital Improvements, Account No. 90-90-00; and
2) Authorize the transfer of the funds to Capital Project
No. 003079-00.
