AN ORDINANCE ABOLISHING CERTAIN EMPLOYEE POSITIONS
IN THE LOCAL GOVERNMENT OF THE CITY OF FORT WORTH;
SETTING FORTH THE ADVISABILITY AND NECESSITY FOR
SUCH ABOLITION OF POSITIONS; PROVIDING FOR PUBLIC
HEARINGS UPON THIS ORDINANCE BEFORE THE ENTIRE CITY
COUNCIL SITTING AS A COMMITTEE OF THE WHOLE; PROVIDING
A SAVINGS CLAUSE FOR THE REPEAL OF ALL ORDINANCES AND
APPROPRIATIONS IN CONFLICT WITH THE PROVISIONS OF THIS
ORDINANCE; AND FOR THE PUBLICATION AND FINAL PASSAGE
THEREOF.
WHEREAS, the City Council recognizes its duty to provide
efficient and economical City Government for the citizens of
the City of Fort Worth; and
WHEREAS, the City Council has thoroughly reviewed the man-
power structure of the offices of the City Government; and
WHEREAS, certain positions in the offices of the City
Government perform redundant and unnecessary functions which could
better be performed by consolidation of responsibilities; and
WHEREAS, the abolition of certain employee positions will
result in the improved delivery of services to the citizens of
the City of Fort Worth; and
WHEREAS, the necessity of funding certain positions has been
reassessed by the various departments of the City Government;
and
WHEREAS, the abolition of certain positions will promote
efficiency and economy within the City Government; and
WHEREAS, the City Council deems it necessary to provide for
public hearings on the advisability and necessity of abolishing
certain employee positions;
NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF FORT WORTH, TEXAS:
SECTION 1.
That the following employee positions in the departments
specified are abolished, effective October 1, 1979:

SECTION 2.
That in addition to the employee positions abolished by
Section 1. herein the following positions created through local
implementation of the Comprehensive Training and Employment Act
(CETA) are abolished in the departments specified, effective
October 1, 1979, due to the eighteen (18) month limitation for
participation CETA Public Service Employment Program and in
order for the City to comply with new CETA requirements issued
by the United States Department of Labor:

SECTION 3.
That the City Council of the City of Fort Worth shall sit
as a Committee of a whole in the Council Chambers in the City
of Fort Worth after the introduction of this ordinance on the

fourth day of September, A.D. 1979 at 7:30 o'clock P.M., to
hear complaints, suggestions or observations that any citizen,
taxpayer, or any party interested who may desire to make reference
to any or all of the provisions of this ordinance; and that such
Committee shall continue its deliberations from time to time and
day to day until every party has been given a full opportunity
to be heard.
SECTION 4.
That following the commencement of the public hearings for
which provisions have been made in the preceding section, this
ordinance shall be published two (2) times, one of which publi-
cation shall not be less than (5) five days before the second
reading and final passage of the ordinance in the official
newspaper of the City of Fort worth, which newspaper is one of
general circulation in said City.
SECTION 5.
That this ordinance shall not be presented for final passage
until five (5) full days have elapsed after its publication, as
provided by the Charter of said City.
SECTION 6.
That all of the declarations and findings contained in the
preamble of this ordinance are made a part hereof and shall be
fully effective as part of the ordained subject matter of this
ordinance.
SECTION 7.
That should any part, portion, section or part of a section
of this ordinance be declared invalid or inoperative or void for
any reason by a court of competent jurisdiction, such decision,

opinion or judgment shall in no way affect the remaining portion,
parts, sections or parts of sections of this ordinance, which
provisions shall be, remain and continue to be in full force
and effect.
SECTION 8.
That all ordinances and appropriations for which provision
has heretofore been made are hereby expressly repealed if in
conflict with the provisions of this ordinance.
SECTION 9.
That this ordinance shall take effect and be in full force
and effect from and after the date of its passage and publication
as required by the Charter of t1m City of Fort Worth and it is so
ordained.

As a result of departmental reorganizations and consolidation of the responsi-
bilities and duties of certain employee positions within the City's work force,
some one hundred eighty (180) arAus employee positions are to be deleted, in
the proposed budget for the 19'4 980 fiscal year. As a part of the budget
process and hearings on the proposed budget, the City Council should hold
hearings on the abolition of these sp2cific positions which are to be deleted
in the new budget. The Council should also adopt an ordinance which clearly
abolishes these positions. The attached ordinance sets forth in the preamble
the necessity and advisability of abolishing these positions. The hearings
and passage of the ordinance are urged in order to give the employees affected
notice of the proposed action, as well as to document the abolition of the
employee positions.
Recommendation
It is recommended that the City Council adopt the attached ordinance.
