AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $497,606,
SUBJECT TO RECEIPT OF THE SOLVING COLD CASES WITH DNA GRANT
FROM THE U.S. DEPARTMENT OF JUSTICE, NATIONAL INSTITUTE OF
JUSTICE, FOR THE PURPOSE OF FUNDING THE ENHANCEMENT OF THE
HOMICIDE UNIT'S AND CRIME LABORATORY'S EFFORTS TO SOLVE COLD
CASES THROUGH POTENTIAL DNA; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-
2007 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $497,606, subject to receipt of the Solving Cold
Cases With DNA grant from the U.S. Department of Justice, National Institute of Justice, for the
purpose of funding the enhancement of the homicide Unit's and Crime Laboratory's efforts to solve
cold cases through potential DNA.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize the Application and Acceptance of Grarit Funds from the United States Department of
Justice, National Institute of Justice, Solving Cold Cases with DNA Grant and Adopt Appropriation
Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to apply for and accept, if awarded, grant funds in the amount of $497,606
from the U.S. Department of Justice (DOJ), National Institute of Justice (NIJ), Solving Cold Cases with DNA
Grant; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grant Fund in the amount of $497,606 upon receipt of the grant.
DISCUSSION:
Solving the 755 unsolved homicide cases dating from 1966-2006 is a priority of the Fort Worth Police
Department. These grant funds will enhance the Homicide Unit's and Crime Laboratory's efforts to solve
these cold cases through potential DNA evidence during the 18 month grant period.
Grant funds of $291,240 will be used for the salary and fringe benefits of an additional detective in the
Homicide Unit and two additional positions within the Crime Laboratory for 18 months. An additional $5,466
will fund 200 overtime hours and associated fringe benefits for two civilian crime laboratory employees and
$5,900, will provide minor equipment and supplies for the crime laboratory. The remaining $195,000 will
provide outsourcing of potential DNA evidence for analysis.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations, receipt of the grant and
adoption of the attached appropriation ordinance, funds will be available in.the current operating budget, as
appropriated, of the Grant Fund.
