AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
NORTH RIVERSIDE DRIVE FROM GOLDEN TRIANGLE BOULEVARD TO KELLER
HICKS ROAD ROADWAY IMPROVEMENTS PROJECT IN THE AMOUNT OF
$1,000,000.00, FROM AVAILABLE FUNDS, IN THE TRANSPORTATION IMPACT FEE
CAPITAL LEGACY FUND; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2019-2020 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the North
Riverside Drive From Golden Triangle Boulevard To Keller Hicks Road Roadway Improvements Project, in
the amount of$1,000,000.00, from available funds, in the Transportation Impact Fee Capital Legacy Fund.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23835-09-2019 and ail other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council adopt the attached appropriation ordinance increasing the estimated receipts and appropriations for the
North Riverside Drive,from Golden Triangle Boulevard to Keller Hicks Road,roadway improvements project in the amount of$1,000,000.00 from
available funds within the Transportation Impact Fee Capital Legacy Fund(City Project 101567).
DISCUSSION:
The purpose of this Mayor and Council Communication(M&C)is to adopt the attached appropriation ordinance to supplement existing funding in
the North Riverside Drive project from Golden Triangle Boulevard to Keller Hicks Road(City Project No. 101567)and to update the FY 2020-2024
Capital Improvement Plan(CIP).
North Riverside Drive,within this project's limits, is approximately 2500 linear feet in length and identified in the City's Master Thoroughfare Plan as
a 4-lane commercial connector with sidewalks.The proposed project will improve the existing road from 2 to 4 lanes,by constructing the eastern 2
lanes of North Riverside Drive,including the related drainage,street lights and shared paths.
The preliminary cost estimate for the North Riverside Drive project is$6,120,000.00,with 2018 Bond Program funding previously appropriated in
the amount of$5,120,000.00. The project is located within Transportation Impact Fee Service Area D and was identified as an impact fee eligible
project in the most recent transportation impact fee study. The requested impact fee funding will cover the current budget gap due in the project.
After final payment on the construction contract and completion of the project,any residual funding will be reprogrammed to other eligible projects.
Funding for this project was included in the FY2020-2024 Capital Improvement Plan in the amount of$5,120,000.00. Additional funding in the
amount of$1,000,000.00 is needed due to increased right-of-way costs and to provide for construction contingencies. The action in this M&C will
update the FY2020-2024 Capital Improvement Plan.

The North Riverside Drive project is in COUNCIL DISTRICT 7.
A Form 1295 is not required because:This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendation and adoption of the attached appropriation ordinance,funds will
be available in the Transportation Impact Fee Capital Legacy(Trans Impact Fee Cap Legacy) Fund North Riverside Drive project. Prior to an
expenditure being incurred,the Transportation&Public Works Department has the responsibility of verifying the availability of funds.
