It is proposed that:
1. Authorize the City Manager to initiate a street name change for the portion of Kutman Street
between Birdell Street and Wiseman to Sayles Trail; and
2. Waive the fee for the application in the amount of$700; and
3. Waive the requirements to submit names, addresses and signatures of all abutting property
owners concurring with the proposed street name change.
DISCUSSION:
Resolution #3253-09-2005 establishes procedures for the naming of City-owned facilities after
deceased individuals and after living individuals in limited circumstances. The individual must have
made an extraordinary contribution for the betterment of all Fort Worth. It has been proposed that a
portion of Kutman Street between Birdell Street and Wiseman be renamed Sayles Trail, as depicted
on the attached map.
Pastor Kenneth Sayles' leadership as a Dunbar Wildcat quarterback is scoring big wins in the Stop Six
community on one of the most blighted streets in the neighborhood. When afire destroyed his church,
Sayles was committed to remaining in the Stop Six Community and acquired a tax-foreclosed property
on Calumet at Birdell. While remodeling, supplies were often stolen with no witnesses to the
crime. Very few of the duplexes on Birdell were occupied, most were boarded up and provided cover
to those who were engaged in criminal activity. The intersection of Birdell and Calumet began to
change as new property owners started obtaining and remodeling the duplexes on Birdell. One
resident stated Pastor Sayles is doing what the Church is supposed to do: Shine a Light of love.
In order to waive the requirements, the City Council should make the two (1) that the waiver
carries out a public purpose;and (2) that there are sufficient controls to ensure that the public
purpose is carried out. Given the legacy of Kenneth Sayles in Fort Worth, the street name change
and fee waiver are appropriate and serve a public purpose. If approved TPW will replace the streets
signs, ensuring that the public purpose is carried out.

City Attorney's Review:
The process for implementing the street name change will include notification of the affected
property owners prior to City Council action and a Mayor and City Council Communication to
confirm the street name change after that public notification period has occurred.
LEGALITY:
The Law Department finds that this proposal is legal and within the authority of the City Council.
FISCAL NOTE:
The Director of Finance certifies that approval of this recommendation will have no material effect on
City Funds.
CITY MANAGER'S COMMENT:
The City Manager has no objection to this proposal.
