TO CITY SECRETARY CONTRACT
WHEREAS, the City of Fort Worth (CITY) and CDM Smith, Inc, ,
(ENGINEER) made and entered into City Secretary Contract No. 52517,
(the CONTRACT) which was administratively authorized on the 26th
day of June, 2019 in the amount of $192,600.00; and
W=,REAlS, the CONTRACT involves engineering services for the
following project:
Westside Water Treatment Plant Plate Settler Expansion; and
WHEREAS, it has become necessary to execute Amendment No. 1 to
the CONTRACT to include an increased scope of work and revised
fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and
through their duly authorized representatives, enter into the
following agreement, which amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal dated February 25,
2020, a copy of which is attached hereto and incorporated herein.
The cost to City for the additional design services to be performed
by Engineer totals $97,448.00.
2 .
Article II of the CONTRACT is amended to provide for an increase
in the fee to be paid to Engineer for all work and services
performed under the Contract, as amended, so that the total fee
paid by the City for all work and services shall be an amount of
$290,048.00.
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.

Dear Mr.Taylor:
CDM Smith was requested to perform additional design services for the referenced project to
include:addition of membrane feed pump No.5;replacement of the raw water flow meter; addition
of Filter No.5;and relocating the finished water sample point. These improvements will be added
to the design plans and specifications for the project. We request an amendment to our current
contract for performing these additional services.The attached scope of work provides a more
detailed explanation for these additional design services. Also attached is our fee proposal table
developed for the additional scope of work.
The requested fee for base services is$86 890. This fee is broken down as follows:
• CDM Smith $26,840
• Gupta&Associates $60,050
The requested fee for special services is$10,558. This work would be performed solely by Gupta&
Associates.The total requested fee for the additional base services and special services is$97,448.
The not-to-exceed amount of the current agreement would be modified as follows:
• Original Agreement Amount: $ 192,600.00
• Amendment 1 Amount: $ 97,448.00
• Revised Agreement Amount: $ 290 048.00

SCOPE OF SERVICES
FOR
WESTSIDE WATER TREATMENT PLANT
PLATE SETTLER EXPANSION PROJECT
AMENDMENT NO. 1
BACKGROUND
CDM Smith contracted with the City of Fort Worth for the Westside Water Treatment Plant
(WSWTP) -Plate Settler Expansion Project. The initial scope of work included development of
design for adding additional plate settlers to the three sedimentation basins at the WSWTP to
expand their capacity from the existing 15 MGD capacity to 18 MGD. In order for the entire
plant to be expanded to 18 MGD,the addition of one new biological filter and the addition of
additional membrane capacity is required. The design work for this was to be performed
outside of the original scope of work.
To obtain TCEQ approval for the plant expansion,the scope of work included preparation of
process/mechanical drawings and specifications for the additional biological filter and the
membrane module addition. However,the electrical and instrumentation design for the
biological filter and membranes were not included in the additional scope of work. The initial
scope of work includes preparation of record drawings for the electrical and instrumentation
work once the construction of these facilities are completed.
The City has requested CDM Smith provide additional design and construction services to
include the electrical and instrumentation design for the addition of Filter No.5 and any
coordination of changes related to the membrane addition. The City plans to perform the work
in-house for negotiating and purchasing the additional membrane modules needed to be added
to the existing five membrane racks. The City has also requested that CDM Smith include the
following additional items as part of the design:
■ Replace the existing raw water transit time meter and flow control valve with a
magnetic flow meter for better accuracy,
■ Provide an additional membrane feed pump with variable frequency drive,and
■ Relocate the potable water sample point following the clearwell storage tank currently
on the high service piping.
These three additional work items will include process/mechanical,electrical,and
instrumentation work.
This proposal presents the additional scope of work and engineering fee for providing these
additional services. A majority of the services are related to design and construction services
for the electrical and instrumentation design. This work will be performed by Gupta and
Associates,Inc. (GAI).Since the GAI scope of work has been modified significantly from their
original proposal,the new scope and fee proposal includes some tasks that were included in the
original scope of work. Therefore,the proposed fee for this amendment has been credited by
the amount of their original fee,$19,260. CDM Smith will perform additional work related to

the addition of the membrane feed pump,replacement of the raw water flow meter and control
valve, and sample point relocation. A majority of the process/mechanical work to be
performed by CDM Smith for Filter No.5 and membrane modifications are included within the
original contract.
SCOPE OF WORK-BASE SERVICES
The scope of work presented below describes the base level of additional services for this
project by project phase.
Task 1 -Project Management
GAI will conduct site visit,coordinate with City staff,attend a project meeting,perform
QA/QC tasks,and prepare opinion of probable construction cost.
Task 2-Design Phase
CDM Smith team will develop WSWTP Expansion Project design documents (plans and
specifications)for submittal to TCEQ for approval and for bidding the plate settler expansion
project to General Contractors. In addition to those drawings required b

electrical and instrumentation design;membrane feed pump;raw water meter;and finished
water sample point relocation.

Additional specifications will include those required for electrical and instrumentation aspects

Task 3 - Construction Phase Services
The additional work associated with this task is to be provided by GAI. This work includes:

■ Attending pre-construction,construction meetings,and I&C meeting with contractor
■ Reviewing electrical and instrumentation shop drawings (16),RFIs (8),and change
orders (2)
■ Conducting substantial and final inspections of the electrical and instrumentation work
■ Preparing Record Drawings
SCOPE OF WORK-SPECIAL SERVICES
The scope of work presented below describes the base level of services for this project by project
phase.
Task 4 I&C Testing
If desired by the City,GAI will conduct testing for the I&C equipment,including the factory
witness testing,functional demonstration testing and final testing and startup. These are
proposed separately as a special service and fees are provided for each of the subtasks.

Authorize the Increase in the Amount of$97,488.00 for Additional Project Costs for Westside Water
Treatment Plant Plate Settler Expansion Project and Adopt Appropriation Ordinances (Tarrant County
Outside of COUNCIL DISTRICT 3)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached Appropriation Ordinance increasing receipts and appropriations in the
Water Impact Fee Fund in the amount of$350,088.00 from available funds for the purpose of
transferring funds from the Water/WasteWater Wholesale Impact Fees and Water/WasteWater
Retail Impact Fee Funds (City Project Nos. B20004 and B20005) to the Westside Water Treatment
Plant Plate Settler Expansion Project (City Project No. 102052); and
2. Adopt the attached Appropriation Ordinance increasing receipts and appropriations in the Water
Impact Fee Fund in the amount of$97,488.00 from available funds for the purpose of funding the
Westside Water Treatment Plant Plate Settler Expansion Project (City Project No. 102052).
DISCUSSION:
On June 25, 2019 (M&C C-29181), the City Council authorized an engineering Agreement in the amount
of$192,600.00 with CDM Smith Inc. (City Secretary Contract No. 52517), for Westside Water Treatment
Plant Plate Settler Expansion Project. The M&C appropriated $252,000.00 in the Westside Water
Treatment Plant Settlers project. This M&C will be authorizing the appropriation in the W/WW
Wholesale Impact Fee project and the transfer to the Westside Water Treatment Plant Settlers project.
The additional appropriations in this M&C will fund costs associated with proposed Amendment No. 1 to
the contract for additional design replacement of the raw water flow meter, addition of Filter No. 5, addition
of Membrane Feed Pump No. 5 and relocating the finished water sample point.

M/WBE OFFICE - CDM Smith Inc. is in compliance with the City's BDE Ordinance by committing to an
overall 27 percent SBE participation on this project exclusive of Amendment No. 1.
The project is located in Tarrant County outside of COUNCIL DISTRICT 3.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the Water Impact Fee Fund in the
Water/WasteWater Retail Impact Fee Fund and the Water/WasteWater Wholesale Impact Fee Fund, and
upon approval of the above recommendations and adoption of the attached appropriation ordinances,
funds will be available in the Water Impact Fee Fund for the Westside Water Treatment Plant Plate Settler
Expansion Project. Prior to an expenditure being incurred, the Water Department has the responsibility of
verifying the availability of funds.
