WHEREAS, the City staff of Dallas and Fort North have recommended revision of
the transportation regulatory program at Dallas/Fort north (D/FW) Airport; and.
WEREAS. the 1983 Texas Legislature passed House Bill 593 suspending Railroad
Commis,ssion authority over all taxicab operations in the State except to
certain airports (including D/FW Airport.) and also passed Senate Bill 960
which provides that D/FW Airport may regulate taxicab service.
WDw, Therefore,
BE IT RESOLVED BY THE SURTRAN POLICY COMMITTEE:
SECTION 1. That the recommendations contained in the August 1983 issue paper.
entitled 'Dallas/Fort Worth Airport Ground Transportation Regulation" are
accepted, including:
a. The Director of Consumer Services, City of Dallas, be designated as
the sole transportation regulatory authority at D/FW Airport.
b. Separate taxicab contracts be issued to qualifying companies,
,Effective September 1. 1983.
c. 'Planning for a central taxicab queuing area at D/FW Airport be
initiated.
r d. A comprehensive bus/limousine regulatory program be developed.
e. Incentives to encourage taxi service during off-peak periods be
developed.
SECTION 2. That the Texas Railroad Commission is requested to surrender all
regulation of taxicabs operating at D/FW Airport to the Airport's
transportation regulatory authority (Consumer Services Department, City of
Dallas).
SECTION 3. That this resolution shall take effect iamediately from and after
its passage, and it is accordingly so resolved.
