HomeMy WebLinkAboutResolution 916 A �Cesolutio►u WHEREAS , the Texas Antiquities Committee (TAC) is responsible for enforcing property owner compliance with Texas laws and regulations pertaining to state archeological landmarks and for coordinating archeological and historical reconstruc- tion and rehabilitation activities ; and WHEREAS , any historical building, site or object which has been designated as a state archeological landmark may not be altered, damaged or destroyed without a permit from TAC; and WHEREAS, a community organization has nominated the Northside Coliseum in the City of Fort Worth as a state archeological landmark without notifying or consulting the City of Fort Worth , owner of the Coliseum; and WHEREAS , on February 22, 1983 , TAC approved such nomination and notified the City of Fort- Worth that a public hearing will be held by TAC in Austin, Texas, concerning designation of ` the Coliseum as a landmark; and WHEREAS, the City of Fort Worth has demonstrated its competence to deal with historic preservation issues and its commitment +� to historic preservation ; and WHEREAS, the City of Fort Worth has done as good a job as any Texas city in preserving its heritage and has worked well with the private sector in achieving historic preservation through such projects as Sundance Square and the Texas Hotel ; and WHEREAS, designation of the Coliseum as a state archeological land- mark would obliqate the City of Fort Worth to comply with numerous state permit restrictions and regulations pertain- ing to the preservation and rehabilitation of historic structures ; and WHEREAS , there are numerous overlapping federal and state historic preservation regulations which result in increased costs to the taxpayer and individual property owners ; and WHEREAS , Section 2.G ( "BC" , Historic and Cultural Subdistrict) of the Comprehensive Zoninq Ordinance of the City of Fort Worth is now in effect and contains preservation standards and permit procedures to achieve the same results as the state archeological landmark designation ; and O czar or row ROWS WHEREAS, application of the HC Subdistrict regulations to property in the City of Fort Worth avoids unnecessary expenses to the citizens of Fort Worth and retains control on a local level through elected officials; and WHEREAS, the City of Fort Worth favors historic preservation but believes that preservation of the Northside Coliseum can be handled most efficiently by the City on a local level ; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS : 1 . That the City of Fort Worth expresses its opposition to desig- nation of the Northside Coliseum as a state archeological landmark at this time and requests that the Texas Antiquities Committee indefinitely postpone action on such designation to permit the City of Fort Worth to achieve the historic preservation of the Coliseum on a local basis . 2 . That the Mayor is authorized to provide written arguments to the Texas Antiquities Committee opposing the proposed designation of the Northside Coliseum as a state archeological landmark at this time and is authorized to appear at any TAC hearings to express such opposition on behalf of the City of Fort Worth. 3 . That the City Manager is directed to send copies of this reso- lution to the members and staff of the Texas Antiquities Committee. PASSED this day of 1983 .
