A Resolution
WHEREAS, the Federal Aviation Administration has recommended
to the City Council of the City of Fort Worth that a new South Tarrant
County Airport facility be constructed or acquired by the City of
Fort Worth; and
WHEREAS, the City of Fort Worth requested that the North Central
Texas Council of Governments (NCTCOG) conduct a study to evaluate the
feasibility of constructing such an airport facility; and
WHEREAS, a feasibility analysis and site selection study has been
performed for the NCTCOG to determine the need for such an airport
and to propose a site; and
WHEREAS, the City Council has heretofore accepted said study as
to the need for such an airport and the proposed site selection;
and
WHEREAS, the City Council has heretofore retained Carter &
Burgess, Inc. , to develop a master plan for the proposed airport; and
WHEREAS, the City Council has heretofore approved the site
referred to as the Alternate Oak Grove Site as the general location
for a new South Tarrant County Airport and reduced the maximum
planned main runway length for such airport from 7500 feet to 6000
feet; and
WHEREAS, the City Council has heretofore selected Charles Willis
and Associates, Inc. to perform an environmental impact assessment
of the said proposed site, and Charles Willis and Associates has
performed such assessment; and
WHEREAS, the United States Department of Transportation has
heretofore notified the City of Fort Worth that an environmental
assessment finding of No Significant Impact was approved for said
site; and
WHEREAS, the City Council has found and determined that said
site recommendation as submitted is proper in form and in substance;
is responsive to the existing needs; is consistent with the Federal
Aviation Administration requirements; that the same ought to be
approved; that as a consequence of approval the City staff should
be authorized to proceed with land acquisition, financing and
construction of a new municipal airport to be owned and operated by
the City of Fort Worth; and
WHEREAS, the City Council has found and determined that the
land enclosed within the boundaries of the Alternate Oak Grove Site
as reflected on the attached Airport Layout Plan is needed for an
essential public airport and essential governmental purposes;

... NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
1. That the findings and determinations contained in the preamble of
this resolution are hereby made a part hereof and are hereby con-
firmed and adopted.
2. That the Carter and Burgess recommended development program as
set forth in the attached Master Plan is hereby in all things
approved for the location of a new municipal airport to be located
in the City of Fort Worth.
3. That the City Manager is hereby authorized to proceed with the
initiation of financing, land acquisition and construction, in
accordance with appropriate regulations, of a new municipal air-
port to be located in the City of Fort Worth.
4. That the site depicted on the attached Airport Layout Plan, reflecting
the boundaries of such a new airport is hereby adopted and approved
as the site of said airport.
5. That this resolution contains and relates to matters of urgent public
necessity and should be, therefore, effective immediately upon this
adoption as a resolution and official act of the City Council of the
City of Fort Worth.
