WHEREAS, the City Council of Fort Worth, Texas, recognizes the
plight of the City's taxpayers in these days of ever-increasing inflation
and the diminishing value of the dollar; and
WHEREAS, this City Council wholeheartedly endorses and supports
this historical principal of fiscal integrity on which the City of Fort
Worth was founded and on which this City has flourished; and
WHEREAS, this City Council wishes to perpetuate the tax-cutting
trend established in 1977 with a 2.5� rate reduction, the first in a
decade, and continued in 1978 with the elimination of the Utility Sales
Tax, equal to a 2.7C decrease; an increase in the Senior Citizen Homestead
Exemption, a 1.1C decrease; the Water Department rebate, a 3.5C decrease,
and an actual rate reduction of 2.6p, for a total effective rate reduction
of 9.9C, which is significant and meaningful tax relief; and
WHEREAS, this City Council is dedicated to upholding the Charter
of Fort Worth and the Council-Manager form of government; and therefore
respects the City Manager's right and duty to submit the annual budget with
all justifiable options to the City Council for approval;
BE IT THEREFORE RESOLVED that the City Council requests that the
City Manager use his available resources and best efforts to effect a 10e,
tax rate reduction for the fiscal year 1979-1980, and that he thereafter
informs the City Council as to the ramifications of similar reductions
during the next two years, for a three-year rate decrease totaling 304�; with
this reduction to be founded in continuing fiscal responsibility, the use
of proceeds from the sale of Greater Southwest International Airport, main-
taining reserves at an optimum level, and through the same financial
management which has made Fort Worth economically stable while providing
adequate levels of service to its citizens.
