! EXPRESSING SUPPORT FOR HOUSE BILL 461 AND THE COMMITTEE SUBSTITUTE
1 THERETO WITH CERTAIN AMENDMENTS.
WHEREAS, establishment of Fort Worth' s municipal courts as courts of record
may be an effective method to reduce the number of appeals to the
county court system, and
WHEREAS, legislation enabling Fort Worth to establish its municipal courts as
courts of record has been introduced in the 66th session of the
Texas Legislature by Representative Doyle Willis of Tarrant County,
and
WHEREAS, a Committee Substitute to that bill has been offered which effects
most of the provisions of establishment, procedures, and admini-
stration that the City of Fort Worth deems to be appropriate, and
WHEREAS, certain amendments to the Committee Substitute to House Bill 461
would make the administration of the municipal court system more
efficient and are those agreed to as most workable by city adminis-
trators and municipal court judges,
NOW, THEREFORE, LET IT BE RESOLVED that the City Council hereby supports
the Committee Substitute to House Bill 461 embodying the following
amendment to Section 7.
SECTION 7. CLERK; DUTIES. The clerk of the municipal courts shall
be appointed by the City Manager with the consent of the governing
body of the city and--shall e-r o-rm all duties in accordance with
State Statutes, the=i1t Tarter, and di Cit ornances. It sKal=e

proceedings of the courts and to issue all processes and generally
to do and perform the duties now prescribed by law for clerks of
county courts exercising criminal jurisdiction insofar as the same
