FOR TEMPORARY ESTABLISHMENT OF REGIONAL TRANSPORTATION AUTHORITY BY CREATING ENTITIES WHEREAS, the Sixty-sixth Session of the Legislature of the State of Texas passed, and the Governor of the State of Texas signed into law, Senate Bill 1079, permitting the creating of a regional transportation authority in the Fort Worth-Dallas urbanized area; and WHEREAS, the cooperation of the local jurisdictions in the Dallas-Fort Worth urban area will be vital to the implementation of a regional transportation authority in the area; and WHEREAS, the Fort Worth City Council endorses the establishment of a Regional Transportation Authority to serve the Fort Worth- Dallas Urbanized Area; and WHEREAS, the enabling legislation allows resolutions by the principal cities in each of the two urban counties (Dallas and Fort Worth), and the commissioners courts of the two urban counties (Dallas and Tarrant) to initiate the creation process. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH: SECTION 1 In accordance with Senate Bill 1079 passed during the Sixty-sixth Session of the Legislature of the State of Texas, the City Council hereby initiates the process for creating a Regional Transportation Authority in the Fort Worth-Dallas metropolitan area. SECTION 2 The Territory proposed to be included in the subregions of the Regional Transportation Authority shall initially be as follows: In the subregion having a principal city with population in excess of 800,000, the initial territory will include all of Dallas County, including all of the unincorporated areas; and including the cities of Addison, Balch Springs, Buckingham, Carrollton, Cedar Hill, Cockrell Hill, Coppell, Dallas, DeSoto, Duncanville, Farmers Branch, Garland, Glenn Heights, Grand Prairie, Highland Park, Hutchins, Irving, Lancaster, Mesquite, Richardson, Rowlett, Sachse, Seagoville, Sunnyvale, Uni- versity Park, and Wilmer; the City of Lewisville; the City of Piano; and the City of Flower Mound. In the subregion having a principal city with population less than 800,000, the initial territory will include all of Tarrant County, including all of the unincorporated areas; and including the cities of Arlington, Azle, Bedford, Benbrook, Blue Mound, Briar, Colleyville, Crowley, DaIworthington Gardens, Edgecliff Village, Euless, Everman, Forest Hill, Fort Worth, Grape- vine, Haltom City, Haslet, Hurst, Keller, Kennedale, Lakeside, Lake Worth, Mansfield, North Richland Hills, Pantego, Richland Hills, L'J N CITY OF ironT WORTH River Oaks, Saginaw, Sansom Park, Southlake, Watauga, Westlake, Westover Hills, Westworth Village, and White Settlement; and the City of Burleson. SECTION 3 The Fort Worth City Council, Dallas City Council, Dallas Commis- sioners Court, and Tarrant County Commissioners Court, hereafter referred to as the creating entities, will hold a public hearing in conjunction with the Regional Transportation Authority interim executive committee on the proposal to create the authority at 2 p.m. and 7:30 p.m., Thursday, November 15, 1979, in the E. H. Hereford University Center of the University of Texas at Arlington Campus, Arlington, Texas. The creating entities may hold additional public hearings at other convenient times and locations as necessary to hear all evidence regarding the creation of the authority. SECTION k Upon the adoption of this resolution by all of the creating entities, the local governing bodies entitled to directly or indirectly appoint members to a subregional board under the enabling legislation, shall be authorized to do so. The interim subregional boards shall make appointments to the interim executive committee as soon as possible, so that the interim executive committee may participate as co-host of the public hearing.
