HomeMy WebLinkAboutResolution 650 I A resolution USOLUTIOiv FXE NO f RESOLUTION SUPPORTING PRIORITY DIESEL FUEL ALLOCATION �- TO SURFACE PUBLIC TRANSPORTATION AND RECOMMENDING PRIORITY GASOLINE ALLOCATIONS FOR SURFACE PUBLIC TRANSPORTATION WHEREAS, the Fort Worth Public Transportation Advisory Committee and the Fort Worth City Council are concerned with the availability of energy for local transportation; and, WHEREAS, the Fort Worth Public Transportation Advisory Committee has expressed its concern for the need to allocate fuel to all forms of public transportation on a priority basis through formal resolution on December 13, 1979; and WHEREAS, the Economic Regulatory Administration proposes to indefinitely extend Special Rule No. 9, which provides special allocations of middle distill- ates to surface passenger mass transportation; to include vanpools in the definition of surface passenger mass transportation; and to include taxicab and vanpool motor gasoline distributors as priority users as listed in the Federal Register, Vol. 44, No. 204, October 19,1979, pp. 60307-60310; and WHEREAS, Special Rule No. 9 would assure surface passenger mass transporta- tion, including commuter bus, intercity bus, school bus, charter bus, taxicabs, and vanpools of eight or more persons in 8 to 15 adult passenger vehicle, of 100 percent of current diesel fuel requirements; and, WHEREAS, Special Rule No. 9 would provide surface passenger mass transport- ation with 100 percent of base period motor gasoline and not assume 100 percent of current requirements; and, WHEREAS, almost all school bus, taxicab, and vanpool operations in the Fort Worth-Dallas area utilize motor gasoline; and, WHEREAS, a reduction in the capabilities of mass transportation in the Fort Worth-Dallas area could have a detrimental impact on local mobility. NOW, THEREFORE, BE IT' RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH: Section 1. That the Fort Worth City Council does hereby support the indefinite extension of Special Rule No. 9 providing 100 percent of current diesel fuel needs for surface passenger mass transportation and commends the Economic Regulatory Administration for its foresightedness in pursuing this program; and, Section 2. That the Fort Worth City Council does hereby strongly recommend that all surface passenger mass transportation be allowed to receive 100 percent of current motor gasoline requirements instead of the 100 percent of base period usage as proposed in Special Rule No. 9; and, LL C3 —IL11—N V OM" Air GATT IMI"M Section 3. That the Fort Worth City Council does hereby request the Economic Regulatory Administration to pursue the necessary modifications of Special Rule No. 9 to achieve the intended effect of this resolution.
