WHEREAS, the Sixty-sixth Session of the Legislature of the State of
Texas passed, and the Governor of the State of Texas
signed into law, Senate Bill 1079, permitting the creation
of a Regional Transportation Authority in the Fort
Worth-Dallas Urbanized Area; and
WHEREAS, the enabling legislation requires resolutions by the
pri nci pal cities ( Fort Worth and Dallas) in each of the
two urban counties and/or the commissioner's courts of
the two urban counties ( Tarrant and Dallas) to initiate
the creation process; and
WHEREAS, resolutions by the four creating entities i niti ate d the
process September 4 and 5, 1979, with the Fort Worth City
Council adopting a resolution at their regular meeting on
Tuesday, September 4, 1979; and
WHEREAS, with the completion of public hearing proceedings
November 15, 1979, which were required by the enabling
legislation and specified in the creating resolutions, the
creating entities of the authority are required to approve
a resolution naming the aut horit y, prescribing the
territory to be included in the authority, and declaring
that the actual territory included in the authority is
subject to the results of the confirmation election,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH:
SECTION 1. In accordance with Senate Bill 1079 passed during the
Sixty-sixth Session of the Legislature of the State of
Texas, the Regional Transportation Authority is hereby
named the Lone Star Transportation Authority.
SECTION 2. The territory prescribed to be included in the authority
shall be as follows: In the subregion having a principal
city with population in excess of 800,000, the initial
territory will include all of Dallas County, including all
$' of the unincorporated areas; and including the cities of
Addison, Balch Springs, Buckingham, Carrollton, Cedar
Hill, Cockrell Hill, Coppell, Dallas, DeSoto, Duncanville,

Farmers Branch, Garland, Glenn Heights, Highland Park,
Hutchins , Irving, Lancaster, Mesquite, Richardson,
Rowlett, Sachse, Seagoville, Sunnyvale, University Park,
and Wilmer; the City of Lewisville; the City of Plano; and
the City of Flower Mound. In the subregion having a
principal city with population less than 800,000, the
initial territory will include all of Tarrant County,
including all of the unincorporated areas; and including
the cities of Arlington, Azle, Bedford, Benbrook, Blue
Mound, Briar, Colleyville, Crowley, Dalworthington
Gardens , Edgecliff Village, Euless, Everman, Forest Hill,
Fort Worth, Grapevine, Haltom City, Haslet, Hurst, Keller,
Kennedale, Lakeside, Lake Worth, Mansfield, North
Richland Hills , Pantego, Richland Hills , River Oaks,
Saginaw, Sansom Park, Southlake, Watauga, Westlake,
Westover Hills, Westworth Village, and White Settlement;
and the City of Burleson.
SECTION 3. The actual territory to be included in the Authority is
subject to the results of the confirmation election.
SECTION 4. Upon adoption of this resolution by the creating
entities, the Interim Executive Committee and Interim
Subregional Boards will proceed with the development
of a Service Plan for the Authority, to be presented
to the voters before a referendum considering the
confirmation of the Authority.
