RESOLUTION RECOMMENDING CONSULTATION j
WITH LOCAL GOVERNMENT OFFICIALS
IN THE DEVELOPMENT OF A FEDERAL I
FUEL RATIONING PLAN AND STATE EMERGENCY 4
ENERGY CONSERVATION PLAN
WHEREAS, the Emergency Energy Conservation Act of 1979, PL 96-102,
does recognize the value of consultation with representatives of local
governments in the development of plans to meet energy shortages; and,
WHEREAS, Section 102 of this Act provides for the President to prepare
and submit a Report to the Committee on Interstate and Foreign Commerce
of the House of Representatives and the Committee on Energy and
National Resources of the Senate to include a description of the extent to
which local boards would be used in a federal fuel rationing system;
and,
WHEREAS, Section 102 further provides for this Report to describe the
steps to be taken to assure an adequate end-user allocation under the
fuel rationing system for suburban and rural areas not adequately
served by public transportation; and,
WHEREAS, Section 212 of this Act provides for the Governor of each State
to submit an Emergency Energy Conservation Plan designed to meet or
exceed emergency conservation targets when set by the President; and,
WHEREAS, the City Council of the City of Fort Worth, being composed of
local officials and acting as the single policy group for the City of Fort
Worth, is concerned with the availability of energy for local
transportation; and,
WHEREAS, the Regional Transportation Council did direct, in cooperation
with the City of Fort Worth, the development of an Energy Contingency
Plan for Surface Transportation in the Greater - Fort Worth Dallas area
and adopted said plan on September 29, 1977; and,
WHEREAS, the Fort Worth Public Transportation Advisory Committee has
expressed its concern for local involvement and consultation in the
development of any Federal Fuel Rationing Plan or State Emergency
4.01 Conservation Plan; and
WHEREAS, the Fort Worth Public Transportation Advisory Committee has
expressed its concern for local involvement through formal resolution on
December 13, 1979.

recognizing the value of consultation with
representatives of local governments in the
development of energy conservation and con-
tingency plans.
.Section 2. That the Fort Worth City Council does hereby
recommend that such consultation be utilized in
the development of any Federal Fuel Rationing
Plan.
Section 3. That the Fort Worth City Council does hereby
pledge its support to the Governor and the
Regional Transportation Council in the develop-
ment of the Emergency Energy Conservation plan
for the State of Texas.
Section 4. That the Fort Worth City Council does hereby
encourage the Governor to develop this plan with
the input and assistance of the local
governments of Texas so as to properly reflect
the unique characteristics of the State of Texas
and its various urban areas.
Section 5. That copies of this resolution be furnished to
the President, the Secretary of Energy, all
members of Congress representing the North
Central Texas Region, and the Governor of the
Great State of Texas.
