HomeMy WebLinkAboutResolution 736 RESOLUTION FILE_NO.gD ��--- 10 A RESOLUTION SUPPORTING SECTION 223 OF H.R. 6417 TO ALLOW LOCAL OPTION ON TRANSPORTATION FOR THE HANDICAPPED WHEREAS, the Fort Worth City Council, being composed of local elected officials and acting as the single policy group for the City of Fort Worth, Texas, is concerned with providing effective and efficient transportation for the handicapped; and, WHEREAS, the City of Fort Worth currently provides specialized transportation services in an efficient and cost effective manner for the mobility impaired citizens of the area; and, WHEREAS, the Fort Worth City Council, through a transportation study for the elderly and handicapped in the Fort Worth area, did previously express that specialized transportation was the most cost effective way of ser- ving the mobility impaired citizens of this area; and, WHEREAS, this study did also find that the use of wheelchair lifts on public transit buses was not an effective way of serving the needs the mobility impaired in this area; and, WHEREAS, local handicapped citizens, through recent transition planning efforts required under the U.S. Department of Transportation Section 504 regula- tion, did strongly express their need for specialized transportation services; and, WHEREAS, in response to the desires of the handicapped, the City of Fort Worth has filed a waiver from the regulation requiring the use of wheelchair lifts on buses; and, WHEREAS, providing accessibility in this fashion will require large expenditures that will seriously limit the available resources for all public trans- portation to the point of possible elimination of specialized transpor- tation services; and, WHEREAS, a proposed amendment (Section 223 of H.R. 6417) to the 1980 Surface Transportation Act would allow for local option on how best to serve the transportation needs of the handicapped; and, WHEREAS, this proposed amendment would allow local decision�makin he provision of transportation to the handicapped citizens in t most responsive and efficient manner, and, WHEREAS, this proposed amendment will be considered on or about November 12, 1980 by the U. S. Congress, NOW, THEREFORE, BE IT RESOLVED BY THE FORT WORTH CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: 1) That the City of Fort Worth does reaffirm its commitment to support adequate transportation service to the handicapped; and, 2) That the City of Fort Worth believes that a specialized transporta- tion service is the most efficient and effective way of providing adequate transportation to the mobility impaired citizens of our community; and, 3) That the City of Fort Worth does hereby strongly support Section 223 of the H.R. 6417, the amendment to allow local option on handicapped programs as being in the best interest of the mobility impaired citizens and the community; and, 4) That the City of Fort Worth does hereby strongly encourage all U. S. Representatives from the North Central Texas Region to actively support this amendment; and, 5) That this resolution be forwarded over the signature of Mayor Woodie Woods to all U. S. Representatives from the North Central Texas Region. Woodie Woods, Mayor I hereby certify that this resolution was adopted by the Fort Worth City Council on October 14, 1980.
