SUBJECT: VOLUNTARY ANNEXATION, THE PARKS AT BOAT CLUB
Carter & Burgess, representing Centex Homes, has requested the voluntary full purpose annexation of
28.945 acres of land in Tarrant County located north of Haltom Bailey Boswell Road and east of Boat Club
Road.
This acreage is less than one-half mile in width, is contiguous to the City of Fort Worth and is vacant and
without residents; therefore, it qualifies for annexation under the procedures set out in the Local
Government Code Section 43.028. The property owners have requested annexation under this provision;
which allows for the municipality to hear the petition and act upon it within 30 days.
The 28.945 acres is within an enclave identified in the adopted Annexation Program for potential city —
initiated annexation in 2008. The land currently is an agricultural use, a single family residential
subdivision is proposed.
A preliminary plat was approved by the City Plan Commission on September 28, 2005 for the entire
enclave east of Boat Club Road containing 289 acres. This 28.9 acre portion of that area is the next phase
of the subdivision to be developed. The developer requested, and City Council adopted the annexation of
,f18.3 acres for this residential development in October of 2004.
There is an "A-5" zoning application scheduled to come before Council on July 11, 2006 for this property.
A final plat has also been submitted and is being reviewed administratively.
Attached for your information is a map of the proposed annexation, Staff Report on the Fiscal Impact and
Fiscal Impact Analysis spreadsheet. While the Fiscal Impact Analysis projects a negative impact on the
General Fund Budget, staff would recommend the annexation to reduce an existing enclave and provide
more efficient delivery of services.

Staff is prepared to address any council questions regarding this proposed annexation. Should no
objections be expressed, staff will process the necessary documents for Council consideration in
accordance with Local Government Code Section 43.028 on June 13, 2006.

Fire and EMS first responder services will be dispatched from existing
Fire Station 40, located at 8510 Spring Street, to the proposed annexation.
Current fire department response time goal is to arrive on the scene of
emergencies within 5 minutes or less from the time of dispatch at 75% of
the time. Based on the existing fire stations located close to this proposed
annexation area, the fire department will be able to meet this response
time goal.

These estimated response times were calculated using GIS software;
traffic congestion, road conditions, time of day, and weather conditions
have not been factored in.

costs are estimated to be about $17,200 including streets, pavement
markings, signs, drainage, and traffic signal maintenance

o The 28.9-acre parcel will be adding to the 9,460.94 of 'developable' acres
that have been annexed during CY 05 & 06; and will initially be added to
the Department's Neighborhood Code District Office 6 (NCDO 6). The
number of acres annexed in this specific district is now an estimated
9,085.86. At the time of annexation, the Department will provide services
with little or no anticipated increase in cost. However, as development
occurs throughout these annexed areas, staff assigned to that district will
experience an increase in service calls. District staff will also experience
an increase in travel time that will negatively impact response time
throughout NCDO 6. Cost for the 28.9 Ac.:

o With constant expansion of the city's boundary through annexation, and
increased commercial and residential build-out of existing undeveloped
land within the city, there will be a need to provide additional staffing to
service the district properly. Funds will eventually need to be budgeted to
create and staff a new district at an estimated annual cost of $422,200
A (based on the average FY 06 operating cost of a district field office).

The Library would seek partnerships with organizations located in the
developing area including nearby sites and the Eagle Mountain Saginaw
Independent School District.
u Health / Animal Care and Control
o Consumer Health Specialists (CHS) estimated to spend 6 hours or $450 or
.29% of their time inspecting retail food operations, pool/spa, and
responding to 1-2 complaints. Vector Control duties estimated at 1.5
hours or $113 or .07% of time. Customer Service Representative 11 time
estimated at 2 hours, $ 82, or.I % of time.
o The Animal Care and Control Division would provide full animal and
rabies control services with response based on priority. This area is
currently serviced through a contract with Tarrant County for limited
rabies control. Based on zero population, costs should be limited to less
than $100 per year. Once the area is built out, costs for 3 service requests
per year would include: $70 per each of 3 responses and $60 housing per
each of 3 animals for a total of $390.
a Solid Waste / Environmental
• Residential service to this area would be provided through the existing
City residential solid waste collection contract. Residential customers
would pay monthly charges that cover the direct and indirect costs of these
services. Commercial and multifamily dwelling complexes (for three or
more residential units) are responsible for arranging their own contracted
collection service.
• Storm Water Protection services will be extended at no anticipated
additional costs directly related to this annexation.
Li Water and Wastewater
o All water and wastewater facilities will be at the developer's cost. Water
and sewer line sizes will be determined based upon the water/sewer study
provided by the developer's engineer. Any City participation on water
and sewer facilities will be in accordance with the "Installation Policy of
Community Facilities".

home values and no additional development. In year 4 of the development, the A. S.
Roberts Survey will produce a cumulative negative impact to the General Fund in the
amount of ($85,585).
Water, Sewer, and Solid Waste Funds will not be impacted because those Funds will
recover costs from their customers, and revenues will equal expenditures. Additionally,
all on site water and wastewater facilities will be at the developer's cost.
A positive fiscal impact analysis is not a requirement for full-purpose annexation enclave;
therefore, staff recommends this request for annexation be considered on non-fiscal
considerations.
