SUBJECT: STORM WATER UTILITY OUTREACH

The Transportation and Public Works Department's Storm Water Utility outreach plan is intended to
communicate key elements of the new storm water utility. This informal report outlines the objectives,
messages, strategies and activities that have been completed.
OBJECTIVES:
Inform residents of storm water utility fees.
2. Increase public's knowledge and awareness of storm water issues: flooding, aging
infrastructure, design standards, lack of funding for infrastructure reconstruction and
maintenance.
3. Communicate the health and safety considerations as related to storm water management as well
as the importance of tackling storm water issues now instead of in the future.
MESSAGES:
0 Storm water utility fee is a user fee that pays for maintenance and improvements to the drainage
AM system.
* Each single family residence will be placed in one of four tiers according to living area and
number of garage spaces as recorded by Tarrant Appraisal District.
0 Non-residential and multi-family developed parcels' hard surface will be measured and
compared to the Equivalent Residential Unit of 2,600 square feet to determine billing units. The
monthly fee is determined by multiplying the billing units by $2.90.
* Owners of all developed property will pay storm water fees (with a few exceptions). These
properties include houses, apartment complexes, businesses, industries, schools, public
facilities, city facilities and churches.

ACTIVITIES TO DATE:
The outreach program began in January 2006. TPW staff has already:
• Attended 45 meetings to share information about the utility.
• Met with area Chamber of Commerce representatives.

• Conducted information meetings with top rate payers such as Miller Brewing, American
Airlines, Fort Worth ISD, Coca -Cola Bottling, Railhead Industrial Park and others.
• Sent communications to the top 700 businesses in Fort Worth as well as all multi- family
complexes.
• Published four articles on the City Page and two in City Times.
• Inserted information in two water bills.
• Met with the membership of the League of Neighborhoods.
• Sent postcards and electronic communications to neighborhood associations.
• Published articles in the League of Neighborhoods Newsletter as well as many neighborhood
association newsletters.
• Sent letters to builders, developers and engineers doing business in Fort Worth.
• Conducted design standards workshop for engineers and developers.
• Conducted training for customer service representatives and key city staff that will answer
customer inquiries.
• Received media coverage on all three major networks, area radio newscasts and articles in the
Star - Telegram.
