Amendment One
Interlibrary Loan Center Grant
The grant contract entered into by and between the Texas State Library and Archives Commission and City of Fort Worth on September 1,
2009, is hereby amended for the period ending August 31, 2010. Except as set forth herein, all of the terms and conditions of the Original
Contract shall remain in full force and effect. In the event of conflicting provisions or additive provisions causing conflict between the
terms of the Original Contract and this Amendment One, the terms of Amendment One shall control.

Commission in an Amount up to $285,482.00 for the Library Department's Inter -Library Loan Program,
Authorize Executi Aon of a Grant Agreement and Adopt Appropriation Ordinance
RECOMMENDATI.4N:
It is recommended that the City Council:
1. Authorize the City Manager #o apply for, and accept if awarded, a grant from the Texas State Library
and Archives Commission for the Library Department's inter -Library Loan Program year September 1,
2009 through August 31, 2010 in an amount up to $285,482,001
2. Authorize the City Manager to execute a grant agreement with the Texas State Library and Archives
Commission relating to such grant;
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in an amount up to $285,482.00 upon receipt of the grant; and
4. Appiy indirect costs using the mast recently approved indirect cost rate of 23 percent for the Library
Department.
DISCUSSION:
The Texas State Library and Archives Commission proposes to grant funds to the Fort Worth Public
Library to provide resource sharing and inter -library loan services to libraries in the 20 adjacent counties
north and west of the City of Fort Worth. The Fort Worth Public Library serves as a "Major Resource
Center" under the Texas Library Systems Act.
The grant is for the state fiscal year September 1, 2009, through August 31, 2010. This program is
budgeted at $285,482.00 and grant funding will continue to subsidize resource sharing in the North Texas
area and provide local libraries with a means of borrowing materials from libraries throughout the
world. Citizens of Fort Worth borrowed 13,478 items through this lending program during state fiscal year
September 2007 through August 2008. Funds will be used for program operating costs including
personnel salaries and benefits, equipment/property, supplies, contractual, postage and professional
travel.
This is the 33rd year of this grant program.

AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN AN AMOUNT UP TO
$285,482.00 UPON RECEIPT OF A GRANT FROM THE TEXAS STATE
LIBRARY AND ARCHIVES COMMISSION FOR THE LIBRARY DEPARTMENTS
INTER -LIBRARY LOAN PROGRAM; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1 _
That in addition to those amounts allocated to the various City departments for Fiscal Year 2008-
2009 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in an amount up to $285,482 upon receipt of a grant from the
Texas State Library and Archives Commission for the Library Department's Inter -Library Loan
Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 98283 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance steal! take efFect upon adoption.

On April 14, 2009 Council approved M & C Reference Number C-23453 and Ordinance Number 18562-
04-2009 (copies of both attached) for the Library Department's grant contract with the Texas State
Library and Archives Commission for State Fiscal Year 2010. The corresponding contract should be on
file in the City Secretary's Office. Attached is Amendment One to that contract, which should also be
executed and filed as appropriate. If a stamp or any reference numbers are affixed to this amendment as
part of the execution process, please scan and email a copy to me so that my documents are complete for
future reference purposes.
Please let me know of any further action I need to fulfill requirements related to this amendment
document.
