HomeMy WebLinkAboutIR 8755INFORMAL REPORT TO CITY COUNCIL MEMBERS �axxtq,� To the Mayor and Members of the City Council No. Date: March 28, 2006 Page 1 of SUBJECT: STORM WATER MANAGEMENT DESIGN MANUAL After a one -year study by staff, local engineers and other development specialists, a new Fort Worth Storm Water Management Design Manual (Fort Worth Manual) has been drafted which outlines policies, standards and design procedures for controlling storm water runoff associated with development. This manual represents a major advancement in making sure that storm water runoff does not contribute to downstream flooding, create erosive conditions along streams and channels or increase water pollution. Major changes include: Detailed standards for analyzing and controlling flow downstream of a new development. Specific requirements for storm water management studies that are associated with new development. The addition of a conceptual plan review, in order to identify potential problems at the beginning of the project planning process. A draft of this manual was posted on the Transportation and Public Works Web site for public review and comments on October 20, 2005. On October 21, 2005, letters were sent to engineering consultants in order to obtain their comments prior to finalization of the manual. Copies of the proposed manual were sent to the members of the Fort Worth City Plan Commission. On July I, 2005, the Fort Worth City Plan Commission members were briefed by staff. In a parallel effort, the city along with 60 other agencies in the North Central Texas Region participated in the development of a regional integrated Storm Water Management Design Manual for Site Development, which provides a comprehensive regional framework for storm water policies throughout the region. The regional manual was approved by the Executive Board of the North Central Texas Council of Governments on January 26, 2006. With the approval and release on March 22, 2006 of the NCTCOG regional manual, staff moved forward in adopting the Fort Worth Manual. This manual adapts the general policies and standards of the regional manual to the specific needs of Fort Worth by providing detailed exceptions, modifications and additional standards unique to our city. Beginning May 1, 2006, all projects submitted to the city will be required to comply with the requirements of the new Fort Worth Manual. Staff will be facilitating a two day orientation and training program April 18 — 19, 2006 that will be made available at a nominal fee to area engineers, planners and developers. Manuals and CDs will be distributed at this training. After the initial training, manuals and CDs will be available for purchase by engineers and others in the community who did not attend the training. Charles R.
