HomeMy WebLinkAboutOrdinance 17656-07-2007Ordinance No. 17656-07-2007 AN ORDINANCE INCREASING APPROPRIATIONS IN THE WATER AND SEWER FUND IN THE AMOUNT OF $22,796 AND DECREASING THE UNAUDITED, UNRESERVED, UNDESIGNATED CASH BALANCE BY THE SAME AMOUNT, FOR THE PURPOSE OF FUNDING THE PURCHASE OF FOUR NEW TIGER STAR EXTENDED CAB ELECTRIC TRUCKS FROM AMERICAN GOLF CARS FOR THE WATER DEPARTMENT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2006- 2007 in the Budget of the City Manager, there shall also be increased appropriations in the Water and Sewer Fund in the amount of $22,796 and decreasing the unaudited, unreserved, undesignated cash balance py the same amount, for the purpose funding the purchase of four new Tiger Star extended cab electric trucks from American Golf Cars for the Water Department. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached supplemental appropriation ordinance increasing appropriations in the Water and Sewer Fund by $22,796 and decreasing the unaudited, unreserved, undesignated fund balance by the same amount; and 2. Authorize a sole source purchase of four new Tiger Star extended cab electric trucks from American Golf Cars for the Water Department for a cost not to exceed $68,796.00 with freight added and payment due 30 days after receipt of invoice. DISCUSSION: These electric trucks are replacements for full-size pickup trucks that can no longer be economically maintained and which will be sold at auction. Purchasing these electric trucks will be better for the environment and save the City an estimated $4,000.00 on the initial purchase and $2,000.00 in annual operational cost when compared to purchasing full-size pickup trucks. The Water Department will utilize the electric trucks for various duties such as transporting parts and equipment from one end of the Village Creek, Wastewater Treatment Plant, to the other and for performance of increased monitoring responsibilities as well as responding to equipment and/or plant process malfunctions in a timely and efficient manner to ensure the integrity of the water quality. Failure of the Operations staff to respond to equipment malfunctions in a timely manner could result in disruption of the treatment process and affect the quality of the water going to the distribution system and to customers. Correcting process malfunctions must occur in a timely manner in order to meet compliance parameters set by the Texas Commission on Environmental Quality and the U.S. Environmental Protection Agency. American Golf Cars is the documented sole source vendor for the Tiger Star extended cab electric trucks by contract with. Tiger Trucks LLC., to be the exclusive vendor by assigned territory. Tiger Star extended cab electric trucks are currently the only electric powered trucks with a 5-speed transmission that pass the Federal Government frontal crash test. M/WBE - A waiver of the goal for M/WBE subcontracting requirements was requested by the Purchasing Division and approved by the MMBE Office because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible. FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that upon approval of the above recommendations and adoption of the' attached supplemental appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Water and Sewer Fund.
