HomeMy WebLinkAboutIR 8747INFORMAL REPORT TO CITY COUNCIL MEMBERS To the Mayor and Members of the City Council Yya SUBJECT: First Quarter Code Compliance Report NO. 874 February 7, 2006 Page 1 of 1 City Council has recently requested that the Code Compliance Department provide a quarterly report of activities. Attached is our first such report. It covers Fiscal Year 05106. The Code Compliance Department maintains statistical reports for identifying service demands, employee performance, trends, and strategic planning purposes. The department is in the process of changing its technology to provide more efficient and accurate collection and reporting of code enforcement data. The department currently utilizes the mainframe, CodeTrak, Excel, Access and similar systems to track code enforcement cases. This report is prepared utilizing data from manual (hand written logs), the mainframe, Codetrak and other sources. The limitations in this report resulting from the weaknesses in the current data collection processes will carry through the Second Quarter. Phase I of the department's new program, CodeOps, will roll out in the second quarter and be statistically functional by the end of the Third Quarter. This new program will greatly enhance the Department's reporting capabilities. kit As the CodeOps program develops, the Department will be able to better provide reporting information by Council District, Neighborhood Association, Model Blocks, Neighborhood Empowerment Zone and other similar boundaries. This report also includes an Executive Summary of how the Department is performing overall. If you have any questions about this report, please don't hesitate to call Carl Smart at 817 -392 -6345 or Libby Watson at 817 -392 -6183. Charles R. Boswell City Manager Attachment ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS I Code Compliance Department First Quarter Report Fiscal Year 05/06 41-11-1 N N 0 Executive Summa Field Operations has two superintendents, six supervisors, six customer service representatives and 38 officers divided into two divisions, East and West. Their enforcement responsibilities include vehicle regulations on private property, zoning regulation enforcement, high grass and weeds and a myriad of other environmental and health concerns. The first quarter of this year, in comparison to last year's first quarter, produced a lower volume of high grass and weed violations. This reduction is due to the drought conditions that the city has endured. The grass, once cut, simply has not grown back. Because of the drought, we have been able to focus our attentions on other issues in the neighborhoods thus allowing us to increase the number of general code citations issued by 394% and parking citations by 68%. This first quarter also brought a re-alignment of code officer boundaries into alignment with police officer patrol beats. This will be beneficial in a continuing partnership between Code Compliance and Police as well as being able to share reporting statistics. I MMM WHU [to . 1 0 . 0 1 3 The Special Projects Division of Code Compliance consists • one Superintendent, one Supervisor, five Officers, one Community Service Crew Leader and three support staff. Special Projects is working approximately six hundred seventy (670) cases. Special Projects is responsible for coordinating a Community Service work team, securing vacant and open structures, writing and serving warrants, performing title searches, nuisance properties. The Special Projects Division received sixty-six new substandard housing cases in the first quarter of fiscal year 2006. In the first quarter, eleven residential structures and one commercial building were demolished. Additionally, owners have repaired two structures and demolished four. Fifteen substandard structure Gases were presented to the Building Standards Commission as well as five nuisance cases in October and November. Seventy-one open and vacant structures were secured by the city while owners secured twenty-five. Thirty-two warrants were executed in the first quarter of this year and one hundred five title searches were completed. -1-d- ve Is • • r • s 5 First Quarter 05/06 Violation Map Council District 2 - Salvador Espino OA 3 - Chuck Silcox 4 - Becky Haskin S - Donavan Wheatfall L d1 U 6 - --ungus Jordan 7 - Carter Burdette 8 - Kathleen Hicks EV 9 - Wendy Davis MD w I — IF r t r 0 R 0 First Quarter 04/05 Violation Map Z Go 11ri ti All Code Compliance violations in the 1st Qtr FY04 -45 E per square mile s I Me mim Bench Mark lst Quarter 05/06 1 st Quarter-, 04/05 Inspections • Knocks Citizen Initiated Cases *fficer Initiated Cases Abatements Junk Motor Vehicles Identified *wner Abated Junk Motor Vehicle Violations City Abated Junk Motor Vehicle Violations Sqns Removed General Citations Issued Parking Citations Issued 0 Field Operations Violation Types Bench Mark 1 st Quarter 05/06 1st Quarter 04/05 Change Environmental Violations 7,055 5,171 +36% Cart Violations 6,011 1,066 +464% Vehicle Violations 3,762 2,908 +29% Illegal Dumping Violations 1,683 1,012 +66% Zoning Violations 1,583 1,164 +36% Bulk Waste Violations 1,494 546 +174% Nuisance Violations 683 555 +23% Hi h Grass and Weed Violations 305 1,922 -84% Bag Outside of Cart Violations 280 1,817 -85% Animal Violations 166 120 +38% First Quarter 05/06 Violation Types in Environmental Violations ■ Cart Violations ❑ Vehicle Violations ❑ Illegal Dumping Violations ■ Zoning Violations ■ Bulk Waste Violations ■ Nuisance Violations ❑ High Grass and Weed Violations 0 Bag Outside of Cart Violations ■ Animal Violations GI First Quarter 05/06 Violation Map Minimum Building Standards Division Cases per sq mi 0 -1 2-4 5 -7 5 -11 CD 12- 16 N 17 - 21 22 - 27 4029-35 4w 36-49 t Council District 2 - Salvador Espino 3 - Chuck Silcox 0 4 - Becky Haskin 5 - Donavan Wheatfall n 0 6 - Jungus Jordan 0 7 - Carter Burdette 8 - Kathleen Hicks 9 - Wendy Davis All Minimum Building Standards " Violations in the 1st Quarter of W+E FY05 -06 per square mile S r fa Minimum Buildina Standards Substandard # • r Sum Bench Mark 1 st Quarter 1st Quarter Change 05106 04105 New Substandard cases: • Single Family residences 404 347 +16% • Two Family residences 24 25 -4% • Three to seven residences 23 4 +475% • Accessory buildings 114 51 +124% • Commercial buildings 47 38 +24% Follow up inspections: • Single Family residences 1,563 1,903 -18% • Two Family residences 180 143 +26% • Three to sevens residences 124 92 +35% • Accessory buildings 499 485 +3% • Commercial buildings 218 221 Substandard repaired by owner: • Single Family residences 170 276 -38% • Two,family residences 14 13 +8% • Three to sevens residences 12 8 +50% • Accesso m s 23 58 -60% • Commercial buildings 19 29 -34% Substandard raze b owner- • Sle Fami residences 11 5 +120 • T Faly rednces • Three o sevens redences 1 0 2 0 -50 0 • Acces buldn2 18 +78% • Commercial buildings 2 3 -33 m Bench Mark 1 st Quarter 05106 I st Quarter 04105 Change Registered complexes: 498 494 +1% Scheduled periodic inspections: 60 77 -22% • Passed 57 76 -25% • Passed marginally 10 10 0% • Failed 3 1 +200% New Service requests: 535 431 +24% General complaint citations issued: 15 25 I Am I 1111, - ON NJ VJ &A I Bench Mark 73T -1 t—,u aT M F- 05106 1 st Quarter 04/05 i.
