City Council has recently requested that the Code Compliance Department provide a quarterly report of
activities. Attached is our first such report. It covers Fiscal Year 05106.
The Code Compliance Department maintains statistical reports for identifying service demands, employee
performance, trends, and strategic planning purposes. The department is in the process of changing its
technology to provide more efficient and accurate collection and reporting of code enforcement data. The
department currently utilizes the mainframe, CodeTrak, Excel, Access and similar systems to track code
enforcement cases.
This report is prepared utilizing data from manual (hand written logs), the mainframe, Codetrak and other
sources. The limitations in this report resulting from the weaknesses in the current data collection
processes will carry through the Second Quarter. Phase I of the department's new program, CodeOps, will
roll out in the second quarter and be statistically functional by the end of the Third Quarter. This new
program will greatly enhance the Department's reporting capabilities.

As the CodeOps program develops, the Department will be able to better provide reporting information by
Council District, Neighborhood Association, Model Blocks, Neighborhood Empowerment Zone and other
similar boundaries.

Field Operations has two superintendents, six supervisors, six customer service
representatives and 38 officers divided into two divisions, East and West. Their
enforcement responsibilities include vehicle regulations on private property, zoning
regulation enforcement, high grass and weeds and a myriad of other environmental and
health concerns.
The first quarter of this year, in comparison to last year's first quarter, produced a lower
volume of high grass and weed violations. This reduction is due to the drought
conditions that the city has endured. The grass, once cut, simply has not grown back.
Because of the drought, we have been able to focus our attentions on other issues in
the neighborhoods thus allowing us to increase the number of general code citations
issued by 394% and parking citations by 68%.
This first quarter also brought a re-alignment of code officer boundaries into alignment
with police officer patrol beats. This will be beneficial in a continuing partnership
between Code Compliance and Police as well as being able to share reporting
statistics.

The Special Projects Division of Code Compliance consists • one Superintendent, one
Supervisor, five Officers, one Community Service Crew Leader and three support staff.
Special Projects is working approximately six hundred seventy (670) cases. Special
Projects is responsible for coordinating a Community Service work team, securing
vacant and open structures, writing and serving warrants, performing title searches,
nuisance properties.
The Special Projects Division received sixty-six new substandard housing cases in the
first quarter of fiscal year 2006. In the first quarter, eleven residential structures and one
commercial building were demolished. Additionally, owners have repaired two
structures and demolished four. Fifteen substandard structure Gases were presented to
the Building Standards Commission as well as five nuisance cases in October and
November. Seventy-one open and vacant structures were secured by the city while
owners secured twenty-five. Thirty-two warrants were executed in the first quarter of
this year and one hundred five title searches were completed.
