AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
WATER AND SEWER CAPITAL PROJECTS FUND IN THE AMOUNT OF $182,569.00,
TRANSFERRED FROM AVAILABLE FUNDS IN THE WATER AND SEWER FUND, FOR
THE PURPOSE OF FUNDING THE ADVANCED METERING INFRASTRUCTURE -
WALSH RANCH AND STAGECOACH GROUND STORAGE TANK COMMUNICATION
TOWERS PROJECT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2019-2020 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water
and Sewer Capital Projects Fund in the amount of$182,569.00,transferred from available funds in the Water
and Sewer Fund, for the purpose of funding the Advanced Metering Infrastructure - Walsh Ranch and
Stagecoach Ground Storage Tank Communication Towers Project.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23835-09-2019 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize the Execution of a Contract with B-C Walker,Inc.,in the Amount of$146,073.00,for the Advanced Metering Infrastructure-Walsh Ranch
and Stagecoach Ground Storage Tank Communication Towers Project,and Adopt Appropriation Ordinance(COUNCIL DISTRICT 3)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of a contract with B-C Walker, Inc.in the amount of$146,073.00 for the Advanced Metering Infrastructure-Walsh
Ranch and Stagecoach Ground Storage Tank Communication Towers project(City Project No.CO2715);and
2. Adopt the attached appropriation ordinance increasing appropriations in the Water&Sewer Capital Projects Fund in the amount of
$182,569.00 transferred from available funds within the Water&Sewer Fund.
DISCUSSION:
This Mayor and Council Communication is to authorize a construction contract for the installation of two communication towers to be located within
the Walsh Ranch and Stagecoach ground storage tank facilities of the Water Department.The communication towers will provide enhanced
cellular coverage for the Advanced Metering Infrastructure Network in the areas near the Walsh Ranch and Stagecoach water ground storage
tanks.
The project was advertised for bids on March 26,2020,and April 2,2020,in the Fort Worth Star-Telegram.On May 7,2020,the following bids
were received:

In addition to the contract amount,$21,889.00 is required for project management,material testing and inspection,and$14,607.00 is provided for
project contingencies.
The project will have no impact on the Water Department's operating budget when completed.Construction is expected to start in September
2020 and be completed by December 2020.
Appropriations for the Advanced Metering Infrastructure-Walsh Ranch and Stagecoach Ground Storage Tank Communication Towers project are
as depicted below:

MM/BE OFFICE:A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Department and approved by the OBD,in
accordance with the MWBE or BDE Ordinance, because the purchase of goods or services is from sources where subcontracting or supplier
opportunities are negligible.
The project is located in COUNCIL DISTRICT 3.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are available in the current operating budget of the Water&Sewer Fund,and upon approval of the
above recommendations and adoption of the attached appropriation ordinance,funds will be available in the current capital budget,as
appropriated,of the Water&Sewer Capital Projects(W&S Capital Projects)Fund AMI-Advanced Metering Infras project. Prior to any
expenditure being incurred,the Water Department has the responsibility of verifying the availability of funds.
