HomeMy WebLinkAboutContract 39313-A3 (2)Y SECRETARYm NTRACT We ' 4� AMENDMENT No . 3 TO CITY SECRETARY CONTRACT No. 39313 WHEREAS, the City of Fort Worth (CITY) and Jacobs Engineering Group, (ENGINEER) made and entered into City Secretary Contract No. 39313, (the CONTRACT) which was authorized by M&C C-23768 on the 8th day of September, 2009 in the amount of $ 229,317.19; and WHEREAS, the CONTRACT was subsequently revised by: Amendment Number 1 in the amount of $10,568.68 which was administratively authorized on December 27, 2010. Amendment Number 2 in the amount of $10,500.00 which was authorized administratively on January 1, 2012; and WHEREAS, the CONTRACT involves engineering services for the following project: Design and Fi11 near Lincoln Road (CPN 1399) ; and WHEREAS, it has become necessary to execute Amendment No. 3 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1. Article I of the CONTRACT is amended to include the additional engineering services specified in a proposal dated 12 February, 2013, a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $31,719.65. (See Attached Funding Breakdown Sheet, Attachment A) 2. Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $282,105.52. The complete design will include completion of the grading and drainage project, the lowering of the existing 24" water main and complete the tree removal required for this project. Under this scope, "ENGINEER" is expanded to include any sub -consultant, including surveyor, employed or contracted by the ENGINEER. The ENGINEER has been directed to remove all bid and construction phase services from this project. CONFIRMING SCOPE AND LOCATION The confirming meeting for the project will be held with Meacham Airport personnel. 1.1 The Confirming Meeting agenda includes the following: • Consistent area for grading • Consistent street closings • Consistent utilities removals • Verify the area for trees to be removed. • Determine use of TOOT and City specifications • Confirm plans are to be one package. • Documentation of key design decisions. ASSUMPTIONS This scope is based on the original directions of; • Grading will be for sporting areas No underground storm drainage • Utilities and road removal remain as originally directed. TASK 2. REVIEW EXISTING (2010) CONSTRUCTION DOCUMENTS AND UPDATE 2.1 Review plans and construction documents: • Review plans for conformity with revised code or standards • Review specifications for needed revisions to present day TxDot Specifications. Front end specifications will be TxDot format. It is assumed that the water line specifications will be in CITY of Fort Worth format. 2.2 Redesign and update plans and specifications • Complete plan sheets • Update specuications TASK 3. CONCEPTUAL DESIGN 24" WATER LINE ONLY % PERCENT) The Conceptual Design for water shall be submitted to CITY per the approved Project Schedule. ENGINEER will develop the conceptual design of the infrastructure as follows. 3.1 The Conceptual Design Package shall include the following: • Determine best alignment option for the water relocation based on plan research, survey data, soil conditions, new easement width, shutdown time for connecting proposed 24-inch water line relocation to existing water line, and required separation distance from existing 24Anch water main during construction to prevent failure of existing pipe: • Design options include the following: • Open Cut • Trenchless (HDD or bore and jack) • Existing easementlROW is assumed to be abandoned and neweasement will be developed as needed Partial 30% plans that will be provided: • General notes and sheet index for 24" water line • Overall Project Water Layout Sheet— The water sheet shall identify the proposed water improvements and existing water mains in the vicinity and water appurtenances along with pressure plane boundaries, valve and manhole locations, and fire hydrants as needed for the purposes of constructing the relocation of the 24" water line. • Plan and Profile Sheets —Conceptual plan and profile sheets will be prepared for the 24-inch water relocation showing only the proposed alignment and profile including proposed surface and utility conflicts. Plans will be drawn to 1 "=40' scale. It is assumed that the total linear footage of water replacement will not exceed 1,000 feet. • Proposed phasing of water documented in both the project schedule and narrative form. • Documentation of key design decisions. • Estimates of probable construction cost. ASSUMPTIONS • As -Built drawings are available with the following information provided: • Type of material for existing pipe • Whether or not the existing pipe has cathodic protection • Project will be included as part of an overall package. • New or revised SWPPP and erosion control plan will not be provided. An existing one is on file. • Cathodic protection design will not be provided. • Additional field survey is not required, except for easement of relocated line. • Three copies of the conceptual design package will be delivered. Drawings will be half size (11" x 17"). • A formal 30% review meeting will be held at the CITY. DELIVERABLES A. 30% Plan Sheets for 24" water line. B. Brief memorandum documenting basis of design related to issues identified in the preceding scope of work. TASK 4. FINAL DESIGN (90 PERCENT AND FINAL] CONSTRUCTION DOCUMENTS. 4.1 Upon approval of conceptual design, ENGINEER will prepare TOTAL construction plans as follows: Development of Advanced Final Design Drawings shall include the following: • Cover Sheet • General notes and sheet index • Site plan and control plan sheet • Prepare separate drawings for water mains including an overall water layout sheet and plan and profile drawings. • Overall project water line layout sheets. The water line layout sheet shall identify the proposed water main improvement/ existing water mains in the vicinity and all water appurtenances along with pressure plane boundaries, water tanks, pump stations, valves, and fire hydrants. • Plan and profile sheets which show the following: proposed water plan/profile and recommended pipe size, fire hydrants, water service lines and meter boxes, gate valves, isolation valves, existing meter numbers and sizes that are to be replaced, existing sample locations, existing fire line locations, existing utilities and utility easements, and all pertinent information needed to construct the project. Legal description (Lot Nos., Block Nos., and Addition Names) along with property ownership shall be provided on the plan view. Plans will be drawn to 1"=40' scale and it is assumed that the total linear footage of water replacement will not exceed 1,000 feet. • The ENGINEER shall make provisions for reconnecting all identifiable water service lines which connect directly to any main being replaced, including replacement of existing service lines within CITY right-of-way or utility easement. When the existing alignment of a water main is changed, provisions will be made in the final plans and/or specifications by the ENGINEER to relocate all service lines which are connected to the existing main and connect said service lines to the relocated main. • Details Sheet — The ENGINEER will prepare standard and special detall sheets for water line replacement that are not already included in the D-section of the CITY's specifications. These may included connection details between various parts of the project, tunneling details, boring and jacking details, waterline relocations, details unique to the construction of the project, trenchless details, and special service lateral reconnections • Final draft construction plans and specifications shall be submitted to CITY per the approved Project Schedule. It is assumed that the specifications are in the new CITY format. • The ENGINEER shall submit a final design estimate of probable construction cost with the final design plans submitted. • Following a formal 90% construction plan review meeting with the CITY, the ENGINEER shall respond to all comments prior to going to final design. ASSUMPTIONS • Three (3) half size drawings and one (1) full size will be delivered for Final Design • PDF files created from design CAD drawings will be uploaded to the designated project folder in Buzzsaw. • ENGINEER shall not proceed with Final Design activities without written approval by the CITY of the Conceptual Design plans. • The only utility relocations included in this scope is the relocation of approximately 1,000 linear feet of 24-inch water line. DELIVERABLES A. 90% construction plans and specifications B. Detailed estimates of construction cost for the authorized construction project, including summaries of bid items. FINAL CONTRACT DOCUMENTS • The Engineer will make final revisions per City comments or to as agreed to revisions. • Final Contraction Documents (1 DO%) will be submitted to the CITY per the approved Project Schedule. Each plan sheet shall be stamped, dated, and signed by the ENGINEER registered in State of Texas. 5.1 Easement Provide a legal description and exhibit for a waterline across a portion of Meacham Airport property. The exact position of the waterline is yet to be determined. The maximum length of the easement is assumed to be 1500 feet. All property is assumed to be owned by the City of Fort Worth and therefore, a single legal and exhibit. A boundary survey sufficient to tie the Airport property to the easement will be performed prior to grading. An updated property map shall be provided by the Owner. A. LEGAL DESCRIPTION AND EXHIBIT Perform a metes and bounds legal description and graphic exhibit for the purpose of describing the location of the above described property as specified by the Client. The legal description will be prepared based on a field survey of the subject tract of land affected. This survey will only contain information for the portion of the 24" main that is being relocated by Jacobs. The description will meet the current Texas Board of Professional Land Surveying Standards and Procedures of Practice. The description and exhibit will be provided to the Client or Client's agent to be included as part of documents (prepared by others). ASSUMPTIONS • Three (3) half size drawings and one (1) full size will be delivered for Final Design with one copy of the specifications and estimate. • PDF files created from design CAD drawings will be uploaded to the designated project folder in Buzzsaw DELIVERABLES • 100% plans, specifications and estimate of probable cost. • Easement of relocated portion of 24" line.
