AMENDMENT TO CITY SECRETARY
CONTRACT N0.39284
WHEREAS, on October 7, 2009, the City of Fort Worth ("City") and YMCA of
Metropolitan Fort Worth ("Contractor") made and entered into City Secretary Contract No.
39284 (the "Contract");
WHEREAS, the Contract provided funding to Contractor pursuant to a grant received by
City from the United States Department of Housing and Urban Development ("HUD") under
Title 1 of the Housing and Community Development Act of 1974, as amended, (42 USC 5301 et
seq.) for utilization in connection with its Community Development Block Grant ("CDBG"),
Program No. B-08-MC48-0010 for Year XXXIV;
WHEREAS, City desires to reallocate $20,000.00 of CDBG funds to Contractor
increasing the total grant award in the Contract to $45,000.00 of CDBG funds to provide
additional after school care for low and moderate income children; and
WHEREAS, it is the mutual desire of City and Contractor to amend the Contract to meet
Contract objectives.
NOW, THEREFORE, City, whose address is 1000 Throckmorton St., Fort Worth TX
76102, acting by and through T.M. Higgins, its duly authorized Assistant City Manager, and
Contractor, whose address is 512 Lamar Street, Suite 400 Fort Worth, TX 76102, acting by and
through Sue Yaker, its duly authorized Director of Child Care Services, do hereby agree as
Follows:

2. Compensation and Method of Payment The first sentence of subsection a of this section is
amended to be and read as follows:
a. City will disburse CDBG Year XXXV funds ("CDBG Funds") in an amount up to
FORTY-FIVE THOUSAND AND NO/100 DOLLARS ($45,000.00) to Contractor
on a reimbursement of expenses basis.
12. Indemnification, Insurance and Bonding
section is amended to be and read as follows:

amount of $45,000.00 to insure against loss from the fraud, theft or dishonesty of any

IV.
All other terms and conditions of City Secretary Contract No. 39284 not amended herein
remain unaffected and in full force and effect, are binding upon the Parties, and are hereby
ratified by the Parties.

This Scope of Services is based on the proposal prepared and submitted by the Subrecipient through the City of Fort
Worth's annual Request for Proposal (RFP) process. The Subrecipient agrees to operate this Community Development
Block Grant (CDBG) program in a manner consistent with the program delivery stated in the approved proposal.
However, in the event of any conflict between the proposal and any provision contained, herein, this Agreement shall
control.
The YMCA of Metropolitan Fort Worth will provide Child Care services to 50 income -eligible children at YMCA of
Metropolitan Fort Worth. The School Age Child Care program will include the following tasks and activities; provide
children 4- 12 years of age programming that includes academic time, arts enrichment, health and wellness, self -directed
time and weekly opportunities for specialized classes and projects. The after school program incorporate 40
developmental assets utilizing the Character Development traits of respect, responsibility, honesty, and caring through
games, projects, and goal setting.
The purpose of the program will be to provide childcare services to low-income children. The specific objectives, goals
and level of services to be provided are listed below along with the geographical location of clients served. Jul services
will be provided yearly.
The CDBG funds will be used to pay for subsidized childcare fees for qualifying parents which is consistent with
Exhibit C- Detailed Budget.

Based on the nature of the service provided, YMCA of Metropolitan Fort Worth will maintain documentation that
verifies that 100% of clients served by the School Age Child Care program are income eligible with current household
incomes under 80% of Area Median Income (AMI) as established by the Department of Housing and Urban
Development (HUD).

PROGRAM GOALS:
To provide affordable, quality school age child care services for 50 children and enable parents to improve the
family quality of life.
PROGRAM OBJECTIVES:
The primary objective of this program is to provide affordable, quality school age child care services to enable
parents to work and/or attend school. The program curriculum is designed to enhance cognitive development
and social skill development of low-income children. 70% of the school -age children who participate in the
program for 120 days or more will improve their development by 20%

HEARING:
SUBJECT: Authorize an Amendment to City Secretary Contract No. 39284 and the Reallocation of
$20,000.00 of Community Development Block Grant Funds from the University of North
Texas Health Science Center to the YMCA of Metropolitan Fort Worth for Childcare
Services
RECOMMENDATION:
It is recommended that the City Council:
1. Amend the City's 2009-2010 Action Plan for use of federal grant funds from the United States
Department of Housing and Urban Development;
2. Authorize the reallocation of $20,000.00 in Program Year 2009-2010 Community Development
Block Grant funds from the University of North Texas Health Science Center to the YMCA of
Metropolitan Fort Worth for Childcare Services under the School Aged Childcare Program; and
3. Authorize the City Manager, or his designee, to execute an amendment to City Secretary Contract
No. 39284 with the YMCA of Metropolitan Fort Worth increasing the grant amount by $20,000.00 and
making any necessary revisions to the program goals, provided that the amendment is within the
scope of the program and in compliance with all applicable laws and regulations governing the use of
federal grant funds.
DISCUSSION:
On June 23, 2009, the City Council approved the City's revised Action Plan which allocated
$1,043,688.00 in Community Development Block Grant (CDBG) funds to public services activities
including child care, youth and senior services that benefit primarily low and moderate income or
disabled and disadvantaged populations (M&C G-16600). On September 8, 2009, the City Council
approved the execution of a contract with the University of North Texas Health Science Center
(UNTHSC) for $20,000.00 of CDBG funds for its Community Go Center program (M&C C-23766).
However, UNTHSC notified staff that they were unable to accept this funding for the current grant
year due to extensive reporting requirements accompanying the award of federal grant funds.
In order to provide the most effective use of the CDBG allocation for public services, the Community
Development Council recommended on December 9, 2009, that the available $20,000.00 be
reallocated to the YMCA of Metropolitan Fort Worth for its School -Aged Childcare program. The
YMCA provides after school care for low and moderate income children in Fort Worth which
addresses a high Council priority for use of CDBG funds. The additional funds will allow the YMCA to
provide low and moderate income families scholarships for childcare at additional sites. The
amendment to City Secretary Contract No. 39284 with the YMCA of Metropolitan Fort Worth will
provide a total grant award of $45,000.00 in CDBG funds.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that funds are available in the current operating
budget, as appropriated, of the Grants Fund.
