RESOLUTION ENDORSING DESIGNATION OF THE
NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS TO SERVE AS
THE HEALTH SYSTEMS AGENCY FOR THE NINETEEN-COUNTY
NORTH CENTRAL TEXAS HEALTH SERVICE AREA NO. 5
WHEREAS, the Health Planning and Resources Development Act
provides that public regional planning bodies established under State law
in effect prior to the enactment of the Health Planning Act may be designated
as the Health Systems Planning agencies if their geographic area is identi-
cal to the HSA area established by the Governor; and
WHEREAS, the North Central Texas Council of Governments has
received support for undertaking this administrative responsibility from
the Texoma Regional Planning Commission and has previously performed health
planning and other functional planning responsibilities within the three-
county Texoma region; and
WHEREAS, the North Central Texas Council of Governments has
conducted health planning in the region over a period of seven years--
proving its competence and responsiveness to both the consumers and pro-
viders of health care (five years for the nineteen-counties and the last
two years for sixteen counties)
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS,
Section 1. That pursuant to the provisions in the State
Interlocal Cooperation Act and the Regional Planning
Act of Texas, both laws which were enacted prior to
the Federal Health Planning Act, the aforementioned
local government intends to exercise its powers
jointly with the other city and county governments
in Health Service Area No. 5 to create a public
regional health planning process to be administered
by the North Central Texas Council of Governments.
Section 2. That the aforementioned local government hereby
endorses the application of the North Central Texas
Council of Governments in behalf of the local
governments of Area No. 5 and further agrees to
cooperate and actively participate in the planning
process that will be conducted by NCTCOG upon
receipt of designation as the Health Systems Agency
for such area.
Section 3. That the public regional planning body for this area,
the North Central Texas Council of Governments, has
been doing Health Systems planning for this area in
the past and should be more familiar with this
function than a private non-profit organization that
would otherwise come into being. Furthermore, the
NCTCOG is chartered to be more directly responsive
to the needs of the bodies of elected officials for
the local governmental entities involved than a
private non-profit agency would be.
Section 4. That this resolution shall be in effect immediately
upon its adoption.
