HomeMy WebLinkAboutOrdinance 338 PXSOLLITTW MX Nc% W, !� Nw R E S O L U T I O N A RESOLUTION ENCOURAGING THE AMENDMENT OF 1269m FOR LATERAL ENTRY AND CHIEF'S DISCRETION IN CHOOSING OWN DEPUTIES WHEREAS, the City of Fort Worth's personnel practices in the Police and Fire De- partments are governed by the Texas Civil Service Statute known as the Policemen's and Firemen's Civil Service; and, WHEREAS, the provisions of this statute include Section 12 and 14 which preclude qualified persons from entering the Police and Fire Departments except at the lowest level and as Chief of Police or Fire Chief; and, WHEREAS, the sections of this law also preclude the Chiefs from having discretion to choose his own Deputy Chiefs from among candidates from within or without the Police or Fire Departments who possess the necessary qualifications; and, WHEREAS, the City Council of the City of Fort Worth appointed a Special Investi- gating Committee to investigate certain activities within the Fort Worth Police Department; and, WHEREAS, this Committee, after lengthy hearings and investigations, concluded that these provisions of the State Statute have an adverse effect upon the effectiveness and efficiency of the operation of the Fort Worth Police Department: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH: That this body encourages the Legislature of the State of Texas to amend the Texas Civil Service Law to allow persons to enter the Police or Fire Departments at any level for which they are qualified and to give the Chief of Police or Fire Chief discretion in choosing their own Deputy Chiefs from among candidates from within or without the Police or Fire Departments who possess the necessary quali- fications.
