SUBJECT: Authorize Execution of Amendment to the Merchant Card Processing Service Agreement
with Chase Paymentech Used for All City Departments, Ratify Expenditures in the
Amount of $440,000.00 and Authorize Increase of Contract in the Amount of $500,000.00
(ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of amendment to the Merchant Card Processing Service Agreement with
Chase Paymentech used for all City departments;
2. Ratify expenditures in the amount of $440,000.00; and
3. Authorize an increase of contract in the amount of $500,000.00 for a contract total of
$2,290,000.00.
DISCUSSION:
On July 13, 2010, (M&C C-24328) the City Council authorized the City Manager to engage in a
Professional Services Agreement for Merchant Card Processing Services (Agreement) following a
Request for Proposals (RFP) process. The term of the Agreement was three years with up to two
one-year renewals. The City's Financial Management Services Department presently utilizes credit
card services at approximately 60 locations including, but not limited to Municipal Court, Water
Department, Libraries, Community Centers and building permits. The contract approved in M&C C-
24328 expired on July 26, 2015 and a new vendor has not be selected.
On May 5, 2015, the Financial Management Services Department issued a new RFP for Merchant
Card Services. Proposals were received on June 18, 2015 from thirteen vendors. These responses
are currently being reviewed and a full evaluation of their proposals are underway. Staff anticipates
awarding this new contract before the end of the year.
Subsequent to the expiration of the existing contract, the City has continued to use Chase
Paymentech for services and has incurred costs in excess of our original contract authorization in the
amount of $440,000.00. In addition, Staff projects that $500,000.00 will be necessary through the
remainder of the contract extension which is proposed to expire on January 26, 2016. Necessary
funds are included in the budget as appropriated.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that funds are available within the existing
appropriations of the participating departments for these expenditures and that prior to an
expenditure being made, the participating department has the responsibility to validate the availability
of funds.

BEGINNING at a 1/4 in iron rod marking the northwest corner of said J.B. McDermott Survey
and the northwest corner of aforementioned 326.216 acre tract described in deed dated March 7,
1969, recorded in Volume 3784, Page 91, Deed Records of Tarrant County, Texas;
THENCE South 59°58' East along the north line of said 326.216 acre tract (also the north line of
said J.B. McDermott Survey) a distance of 2,765.04 feet to a concrete monument set at the
northwest corner of aforementioned 4.36 acres tract described in deed dated April 20, 1956,
recorded in Volume 2932, Page 217, Deed Records of Tarrant County, Texas;
THENCE South 37' 17' East (bearing called south 36°56' in said deed dated April 20, 1956)
along the southwest line of said 4.36 acre tract, a distance of 75.45 feet to a point for corner,
located 60.0 feet south of and measured at right angles to the said north line of 326.216 acres

Worth, as Grantee, and recorded in Volume 6768, Page 1406, of the Official Public Records of
Tarrant County, Texas, more particularly as follows:
BEGINNING at a 5/8 inch iron pin found for common Northwest corner of Lot 1-E, Block 1
Hulen Bend Addition as recorded in Volume 388-182, Page 66, Plat Records, Tarrant County,
Texas, and the Northeast corner of Lot 1R1, Block 1, Hulen Bend Addition as recorded in Plat
Cabinet A, Slide 7960, Plat Records, Tarrant County, Texas, and being located in the South line
of said 2.08 acre tract;
THENCE North 00 13' 12" East to a point in the north line of said 2.08 acre tract as distance of
60.0 feet to a point for corner;
THENCE South 89046'48" East along the north line of said 2.08 acres tract to a point in the
north line of said 326.216 acre tract, said point being in the north line of said J.B. McDermott
Survey at the northwest corner of that certain 2.582 acres tract of land dedicated for street right-
of-way for Hulen Street, shown of plat filed of record in Volume 388-62, Page 26, Plat Records
of Tarrant County, Texas, a distance of 209.91 feet, to the beginning of a curve;
