This Informal Report is to respond to Council's request for additional information about the Freeway
Lighting Program.
With the adoption of the 2005 -06 general fund budget, Council approved an improvement packet to add
$370,000 to the Transportation and Public Works Department's budget to retain a contractor to assume
maintenance responsibility of the freeway lighting.
During the month of October, staff advertised for bids for a 5 -year contract with one 3 -year optional
extension. Three bidders returned bids and staff is working with the apparent low bidder to be certain
they are in compliance with M/WBE requirements and checking the company's references. The M &C
awarding the contract should be on the December 6`h Council agenda for approval.
Staff is anticipating that work will commence in January to rehabilitate the freeway lighting system.
The apparent low bidder believes it will take six - months to completely bring the system up to a greater
than 95% operating level. The freeway lighting is currently operating at approximately a 60% service
level.
The freeway lighting system that is under the City's maintenance controls includes only those freeways
with continuous lighting, i.e., lighting down the center median. TxDOT retains maintenance
responsibilities for areas (shown below) that have only safety lighting.
