SUBJECT: MILITARY STATUS OF CURRENT CITY EMPLOYEES AND
SUPPLEMENTAL LEAVE PROGRAM
PURPOSE
On November 11, 2005, the City Council requested information on the number of city employees who have
been called to active military duty. The Council also requested information about the City's supplemental pay
program. This report is a response to the Council's request.
STATUS OF CITY RESERVISTS
There are, as of November 1, 2005, 107 City employees who serve in the military reserves. Twenty -two (22)
of these employees are currently serving on active duty. One (1) is on stand -by and forty -three (43) have
been activated and have returned to their City jobs since the beginning of Operation Iraqi Freedom. Since
September 11, 2001, sixty -five (65) City employees have been activated. On their release from active duty,
all employees have been returned to their proper classifications as required by federal law. A chart showing
the number of reservists by department is provided below:

UPDATE ON MILITARY LEAVE SUPPLEMENT AND MILITARY LEAVE FUN
On January 22, 2002, Council approved M &C G -13498 authorizing the Military Pay Supplement Benefit and
Military Leave Policy for reservists called to duty under Operations Enduring Freedom or Noble Eagle. With
the re- authorization of the Policy by Council on December 17, 2002 (M &C G- 13837), and again on
November 11, 2003 (M&C G- 14148), the policy was expanded to include reservists called to duty under
Operation Iraqi Freedom. On November 11, 2004, Council approved M &C G -14569 that not only re-
riorized this Policy but also expanded the Policy to provide supplemental pay up to 100% of the
loyee's regular City pay for a period of up to one year.

Under the terms of the revised Policy, employees who are activated as a result of the September 11, 2001
terrorist attacks receive a supplemental salary at 100% differential between their military pay and their base
salary from the City.
Since January 1, 2002, twenty -two (22) employees have received supplemental pay under the terms of the
Military Leave Supplement policy, for a total of $69,401.91. Funding for this supplemental pay is in each
department's budget in the funding for employees' salaries.
The Policy also provides for the establishment of a Military Leave Fund. City employees can donate their
own personal leave time to this fund in order to provide additional supplements to reservists for hardship
cases. At the present time there have been 4,568 hours donated to the Military Leave Fund, for a total of
$103,207.29. To date, one employee has applied for and been granted $10,164 from this leave fund.
