SUBJECT: CONSTRUCTION CONTRACTS FOR THE EAGLE MOUNTAIN WATER
TREATMENT PLANT EXPANSION, RAW WATER PUMP STATION, RAW WATER
INTAKE EXPANSION, AND RAW WATER PIPELINE
The purpose of this informal report is to provide background information regarding the design, construction,
and financing of the Eagle Mountain Water Treatment Plant and raw water delivery system expansion.
Mayor and Council Communications concerning this project will be presented to the Council for
consideration on October 25, 2005, as discussed below.
Proposed Improvements and Proiect Chronology
The Eagle Mountain Water Treatment Plant (EMWTP) is one of four water treatment plants serving the City
of Fort Worth. This plant was originally constructed in 1992 and was subsequently expanded in 2001 to 70
million gallons per day (MGD). The EMWTP primarily serves the northside pressure plane, which includes
the rapidly growing Alliance Airport, Park Glen, and Lake Country areas, as well as wholesale customers
such as the Cities of Keller and Southlake.
The recently completed Water Master Plan predicts the total peak flow for the northside pressure plane will
exceed current delivery capacity by 2007. In order to meet the projected peak day water demands, the
Water Master Plan recommends that the EMWTP and the raw water delivery system be expanded to 105
MGD capacity, with construction to be substantially complete prior to the summer of 2007. The following
actions have been taken by City Council and staff in conjunction with this project:
On January 27, 2004, the City of Fort Worth submitted a request along with required project specific
information to the Texas Water Development (TWDB) for consideration and inclusion in the Drinking Water
State Revolving Fund (DWSRF) Intended Use Plan. The Intended Use Plan allows the TWDB to rank
projects based on a pre - determined criteria. If approved, an applicant is invited to make a formal application
for DWSRF loans from the TWDB.
The City Council awarded an engineering agreement to Freese & Nichols for the program management of
the EMWTP and raw water delivery system expansion on April 13, 2004 (M &C C- 20030). As part of the
work under this agreement, Freese & Nichols prepared a design report that was attached to the Water
Department's Request for Proposal (RFP) and used as a source of information and guideline for design
consultants.
On April 22 and April 29, 2004, the Water Department advertised for RFPs for three design projects relating
to the expansion, consisting of the 35 million gallon per day (MGD) EMWTP and high service pump station
expansion, the raw water intake and pump station improvements, and the raw water transmission main.
The City Council authorized three design contracts for the EMWTP and raw water delivery system
expansion on August 24, 2004.

The Texas Water Development Board (TWDB) notified the City of Fort Worth that the project's design and
construction costs are eligible for funding under the Drinking Water State Revolving Fund (DWSRF) loan
program on May 16, 2005 This program provides federally backed low interest loans to qualified applicants
as a means of reducing the financing costs of water supply projects. Approximately 76.5 million dollars was
allocated for the DWSRF program by the Federal government and State of Texas in 2005. Since the
majority of the DWSRF program utilizes federal funds, they are subject to an interest rate subsidy of 1.5 %,
resulting in substantial savings over the life of the loan when compared to traditional debt financing.
On May 31, 2005, the Fort Worth City Council passed resolution No. 3210 -05 -2005 authorizing application
through the TWDB DWSRF program for a $64,520,000 loan to fund the design and construction of t
EMWTP and raw water delivery system expansion. The City was required to submit detailed engineering,
financial, managerial and legal records and reports and to prepare documents describing the environmental
impact of the expansion for public review in order to satisfy the loan requirements.
On July 13, 2005, City staff held a public meeting with the Eagle Mountain Alliance of Neighborhood
Organizations to present the project and on August 1, 2005, a public hearing was held to review the
environmental information documents prepared as part of the loan application.
The TWDB approved the $64,520,000 DWSRF loan application on August 16, 2005. It is anticipated that
this loan will be affirmed at the October 18, 2005 TWDB meeting, which finalizes the loan application
process. An ordinance authorizing the issuance and sale of City of Fort Worth, Texas Water and Sewer
System Subordinate Lein Revenue Bonds, Series 2005E will appear on the October 18, 2005, City Council
agenda.
The EMWTP expansion project was bid on August 18, 2005. Oscar Renda Contracting, Inc. was low
bidder with a bid of $43,714,900. The Eagle Mountain Raw Water Pump Station was bid on August 25,
2005. Archer Western Contractors, LTD. was low bidder with a bid of $6,888,500. These two construction
contracts are scheduled for City Council consideration on October 25, 2005.
The remaining two construction contracts consist of the Eagle Mountain Raw Water Intake Expansion and
the Eagle Mountain Raw Water Pipeline. Design is nearing completion on both projects, with anticipated
construction bid dates set for the beginning of 2006.

demands during the summer of 2007.
