SECOND AMENDMENT TO CITY SECTRETARY CONTRACT NO.39596
WHEREAS on December 14, 2009, the City of Fort Worth ( City") and Salvation
Army ("Contractor") made and entered into City Secretary Contract No. 39596 (the
"Contract");
WHEREAS, the Contract provided funding to Contractor pursuant to a grant
received by City from the United States Department of Housing and Urban Development
("HUD") under Title XII of the American Recovery and Reinvestment Act of 20092
("Recovery Act") for utilization "in connection with its Homelessness Prevention and
Rapid Re -Housing Program ("HPRP");
WHEREAS, the term of the Contract is from September 1, 2009 to August 31,
2011; and
WHEREAS, the first aineradment of the contract reallocated Sixty. Four Thousand
Nine Hundred Thirty Eight Dollars and Forty Seven Cents ($64,938..47) of HPRP funds
within eligible cost items but leaving the total grant award at One Hundred Eighty
Thousand Five Hundred Sixty Four DolIars and Ninety -Nine Cents ($180,564.99); and
WHEREAS, City and Contractor desire to exercise its option to extend the
Contract until March 31, 2012 as authorized by M&C C-23715; and
WHEREAS, City and Contractor desire to further amend provisions in the
Contract regarding the budget in order to better meet program goals;
NOW, THEREFORE, City and Contractor hereby agree:
The term of the Contract is hereby extended to March 31, 2012; and
Il.
Section 2.c. is hereby deleted .and replaced with the following:
"HPRP Funds will be reimbursed in accordance with Exhibit D . —
Program Qperating Budget. Dui7ng the Term; Contractor may submit
written proposals to increase or decrease line4tern amounts in the Budget;
such approvals are subject to approval by the director of the City's
Housing and Economic Development Department ("Director").. If
Director gives written approval of Contractor's proposed Budget
amendment (as approved, the "Amended Budget"), then the Amended
Budget will W- ce effect on the first day of the month following the month
In which it was approved by Director. No Amended Budgets will be
approved after February 15, 2012."

The following language is added to EXHIBIT D — OPERA"I'ING .BUDGET immediately
after the words "BUDGET DETAIL".
"The following tables are purely infozznational and were created solely for purposes
of preparing, negotiating, and determining the reasonableness of the overall line item
budget in this EXI-iIBIT D — OPERATING BUDGET acid is not to be considered part
of the terms and conditions of this Contract. Contractor -may make changes to these
tables without the City's consent so long as the total amounts charged to the grant do
not exceed the line items on the first page of the EXHIBIT D — OPERATING
BUDGET."
IV.
.f1.11 terms unexxded herein shall be effective as of September 1, 2449. All other terms and
conditions of the Contract not amended herein remain unaffected and in full force and
effect, are binding on the Parties and are hereby ratified by -the Parties. Terms used but
not defined have the same meaning as the Contract.

THE SALVATION ARMY POLICY STATEMENT
ON RELATIONSHIPS WITH OTHER GROUPS AND ORGANIZATIONS
The Salvation Army in the United States works cooperafiively with many groups —
governmentai, social service, civic, religious, business, humanitarian, educational, health,
character building, and other groups — in the pursuit of its mission to preach the Christian
Gospel and meet human need.
Any agency, governmental or private, which enters into a contractual or cooperative
relationship with The Salvation Army should be advised that:
I, The Salvation Army is an international religious and charitable movement,
organized and operated on a quasi -military pattern, and is a branch of the Christian church.
2. All programs of The Salvation Army are administered by Salvation Army Officers who are
ministers of the Gospel.
3. The motivation of the organization is love of God and a practical concern
for the needs of humanity.
4. The Salvation Army's provision of food, shel#er, health services, counseling,
and other physical, social, emotional, psychological and spiritual aid, is
given on the basis of need, available resources and established program
policies,
Organizations contracting and/or cooperating with The Salvation Army may be assured that because
The Salvation Army is rooted in Christian compassion and is governed by .ludeo-Christian ethics,
The Salvation Army will strictly observe all provisions of its contracts and agreements._
