SUBJECT: Transportation Grant Requests

As discussed in a pre - Council presentation a few weeks ago, the North Central Texas Council of
Governments has issued a schedule for their upcoming call for projects to apply for Federal transportation
funding. Staff gave the attached presentation to the Infrastructure and Transportation Committee on
October 11, 2005 outlining the potential projects for the Freeway Bottleneck, Arterials, Arterial
Intersections, Intelligent Transportation Systems (ITS), and the Air Quality Programs. We have
scheduled a Council presentation for October 25`" to discuss these grant submittals and lay out some
alternative funding plans for our local match for these projects. The funding plans will also address other
capital needs recently discussed by Council or identified by staff.
The Transportation and Public Works department has identified projects for submittal based on the list
developed during the last bond program project selection process. Please keep in mind that both the grant
funds and our local matching funds are going to be limited. Therefore, we have differing levels of
flexibility to add projects depending on the program. We've outlined each program's flexibility below:
■ Freeway Bottleneck: To meet the October 7, 2005 deadline, Council directed TPW to submit the
freeway bottleneck projects discussed during the pre - Council presentation. Therefore, at this
point, we cannot add projects to that list; we can only remove projects from the submittal (based

qu on the upcoming funding plan discussion).
■ Arterial Intersection: We have only identified projects totaling about half of the funding we
believe we could receive within the Arterial Intersection program. Therefore, we do have
flexibility to add projects to this submittal.
■ Intelligent Transportation System (ITS): We can add projects in the ITS program, although
this program is fairly limited in scope
■ Air Quality: We do have flexibility to add projects to this submittal. We also have more time to
consider these projects since the deadline to submit has not been announced yet.
■ Arterial Streets: The City has many arterial projects that would qualify for the Arterial Street
program. However, there is only $12 million of Federal funds available in this program. Since
we have two projects in the 2004 Bond Program that are not fully funded (East Rosedale and
Golden Triangle), staff felt that our grant requests should simply focus on acquiring full funding
for these projects.
