WHEREAS, the City of Fort Worth ("CityCiber, Inc. ("Consultant"), collectively
referred to as the "parties," made and entered into City of Fort Worth City Secretary Contract
("CSC") No. 39631, ("Agreement") which was authorized by the City Council by M&C C.
23956 on the 8th day of December 2009; and
WHEREAS, pursuant to the Agreement, the Consultant provided professional consulting
services for the purpose of a Business Impact Analysis (BIA) of the Information Technology
Department; and
WHEREAS, the City and Ciber, Inc. now wish to amend the Agreement by further
expanding the scope of the agreement to prepare information in BIA for dissemination to City
departments and to hand off the BIA information to the Emergency Management Office in order
to establish a formal Business Continuity Program; and
NOW THEREFORE, City and Consultant, acting herein by and through their duly
authorized representatives, enter into the following agreement:
1.
Exhibit A, Scope of Work, is hereby amended by preparing information for dissemination
throughout the City Departments that participated in the data gathering for the BIA.
The additional scope shall also assist the IT Solutions Department to handoff the BIA
information pertinent to Continuity of Operations and to assist the Emergency Management
Office with establishing a formal Business Continuity Program.
2.
All other provisions of the Agreement that are not expressly amended herein shall remain in full
force and effect.

This change request adds additional scope to the initial Statement of Work for the Ft Worth ITS BIA. This additional
work will occur after acceptance of the primary deliverable and will be assisting the City ITS Department to prepare
information in BIA for dissemination throughout the City Departments that participated in the data gathering for the
BIA.
The additional scope will also assist the ITS Department to hand off the BIA information pertinent Continuity of
Operations and to assist the Emergency Management Office move forward with establishing a formal Business
Continuity Program.
This change in scope assumes that the ITS and EMO Departments will be accessible to CIBER as needed and that
schedules outside the ITS and EMO Departments will be coordinated and scheduled by EMO representatives as
required to meet the dissemination needs of the BIA information and continuity -based messages.
Reason for
The City CIO identified the need in an update with the project team that it would be important for them to give
feedback to the departments that supplied information for the BIA. Subsequently, representatives from the ITS and
EMO department agreed it was important to capitalize on this analysis to move the City into a higher level of
preparedness.
Additionally, Business Continuity and Disaster Recovery Planning has been a lingering CAFR audit fording for
several years and this effort continues to forward remediation.

1. Introduction
This Project Scope Change has been designed to help the City ITS Department distribute information
from the BIA to those City Departments that provided input to the development of the ITS Business
Impact Analysis,
Specifically, CIBER will facilitate the parsing and distribution of the pertinent sections of the BIA to each
City Department. This will include a hand-off of the Business Continuity portions of the report to the
Emergency Management Office for use in beginning a formal Business Continuity Program for the City.
2. Scope
This Scope Statement supports a change request to add additional scope to the initial Statement of Work
for the Fort Worth ITS Business Impact Analysis (BIA) dated September 23, 2010. This additional work
will occur after acceptance of the BIA deliverable, and will assist the City ITS Department to prepare BIA
information for distribution to the City Departments which participated in the data gathering for the BIA.
The additional scope will also assist the ITS Department in identifying BIA information pertinent to
Continuity of Operations planning and help the Emergency Management Office move forward with
establishing a formal Business Continuity Program.
2. � Methodology
The scope of this project is to take the full ITS Business Impact Analysis which is inclusive of information
from all City Departments and parse the report for distribution back to the individual contributing
Departments. To initiate this process, CIBER will work with Information Technology Solutions and
Emergency Management Office to finalize the distribution groups within the City. Due to varying degrees
of information provided by the various City departments, the differentiation is required when segmenting
the BIA information. Preliminary discussions include three categories of distribution groups:
1. City Management
• City Manager's Office
Mayor and Council
2. City Departments with full data centers
• Police Department
• Fire Department
• Water Department
Transportation and Public Works Department
• Library Department
3. City Departments without data centers
• Aviation Department

2.2 Support Required from the City
City ITS and EMO Department staff will be accessible to CIBER as needed. The EMO Department will
coordinate and schedule departmental meetings as required to distribute the BIA information and
continuity -based messages.
CIBER will meet with Emergency Management Office staff and facilitate a knowledge transfer of the
pI ocesses used to construct and deliver the BIA since they were not involved with the initial statement of
work.
CIBER will work with EMO staff to develop a department. focused business continuity message for each
department to accompany the BIA excerpts. Although the messages will address the same core content,
each will be tailored to the specific nature of the department.
CIBER will work jointly with EMO staff to produce the documents for each department and accompany
EMO staff in departmental meetings to the extent that the EMO staff can get the meetings scheduled
within the dates in the Gantt chart above.
CIBER will advise EMO staff concerning Business Continuity Program best practices, provide reference
materials, and discuss representative examples.

CIDER will develop and deliver a high level roadmap/plan of action for moving forward with creating a
Business Continuity Program in the EMO.
2.4 Out -of -Scope
As a part of this extended BIA scope, CIBER will not design a Business Continuity Program for the City
beyond assisting EMO staff with a roadmap/plan of action toward a Business Continuity Program.
As a part of this extended BIA scope, CIDER will not perform Business Continuity Planning consulting
within the City Departments outside of EMO.
3. Deliverables
3. � Preliminary Business Continuity Planning Activities
a. CIDER will assist the EMO staff with the development and production of 23 PowerPoint
presentations with a MS Word document containing supporting information from the BIA for each
department/group identified in Section 2.1.
b. CIBER will develop and deliver a high level roadmap/plan of action for moving forward with
creating a Business Continuity Program in the EMO.
All deliverables produced for this engagement will be delivered and accepted through the EMO staff with
oversight from the ITS Internal Project Manager for the overall BIA engagement. All deliverables will be
delivered electronically in MS Word or MS PowerPoint.
3,2 Project Duration and Delivery Approach
The primary CIBER consultant assigned to this work is Bill Hanks. This delivery approach can be
achieved since he has been principle in the BIA development and is well qualified in the area of public
sector business continuity planning.
The project is estimated to be 25 days with approximately 15 days on site in the City of Fort Worth. The
projected start date for this scope of work is April 4 —May 7, 2010.
