HomeMy WebLinkAboutIR 8717INFORMAL MEMBERS i s October 4, 2005 �T_ To the Mayor and Members of the City Council Y. y Page 1 of p 87� SUBJECT: FLEET OPERATIONS AND FUEL MANAGEMENT The following is provided pursuant to questions raised by the City Council regarding the use of City vehicles, the use of tracking technology in City vehicles, and the City's fuel program. Use of City Vehicles The City's Administrative Regulations and Personnel Rules and Regulations govern vehicle use by City employees. They cover the use of City -owned vehicles, including their use for commuting to and from work. They also cover privately owned vehicles used for City business and payments for mileage reimbursement and auto allowance. Internal Audit recently completed an audit of the current policies to determine (1) whether City policies governing the use of City vehicles are effective and/or economical. (2) the degree of compliance by individual employees and departments with them, and (3) possible alternatives for reducing the costs of maintaining and operating the City's fleet. The findings and recommendations are being examined to evaluate their impact on the various departments and their operations. Policy revisions or program changes that emanate from this effort will be shared with the City Council within the next few weeks. id vehicle Tracking Currently, only the Fire Department uses the global positioning system to track the location of equipment. Tracking is performed through the Public Safety Computer Aided Dispatch System. Several additional departments including Police and eater have expressed interest in utilizing tracking technology. Tracking systems, drive cams, and other monitoring technology will be examined further in the upcoming year to determine potential applications, costs, and benefits. Findings will be timed and presented to the City Council so as to be considered during the development of the FY 2006/07 budget. ITS, ESD. and other departments will participate in this process. Fuel Information The following chart= depict fuel prices, fuel purchases, and fuel usage for the past thirteen months. It is Planned that this information will be updated, highlighted, and conveyed to the City Council on a quarterly basis in memo o form in she future. Average Monthly fuel Prices indicates average monthly prices for unleaded and diesel purchased by the City. and dispensed at City facilities. Area retail prices for diesel approximated $2.559 per gallon in August 2005. Total Monthly Fuel Purchases indicates the amount of monthly purchases for unleaded, diesel, and propane by City departments from City facilities and commercial stations using the City fuel card gg program. And, unless otherwise directed, updated fuel information will be provided to the City Council on a quarterly basis beginning in October. W Charles R.
