HomeMy WebLinkAboutIR 8716INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8716 To the Mayor and Members of the City Council September 27, 2005 Page 1 of 2 ce.,,- SUBJECT: Disposition of Houses Acquired Under the Acquisition Phase of 1m the Noise Mitigation Program at Meacham International Airport On September 6, 2005 City Council requested information pertaining to the disposition of houses that were being acquired in the Acquisition Phase (Phases IV /A and AA) of the Noise Mitigation Program at Meacham International Airport. The project is a multi - phased project that is currently in Phase IV/AA. The City of Fort Worth conducted a Noise Compatibility Planning Study in accordance with Part 150 so of the Federal Aviation Regulations for Meacham International Airport. The FAA approved the study on July 7, 1995 and City Council approved implementation of the multi -phased program for the respective phases on the following dates: June 17, 1997 (Phases I and II), July 18, 2000 (Phase and September 10, 2002 (Phase fV- A/AA). The intent of the study was to make properties within the noise contours compatible with airport operations. In accordance with Part 150, residential uses are not considered compatible. The land acquisition and relocation program is administered under the guidelines of the Uniform Relocation Assistance and Real Property Acquisition Act of 1970 (Public Law 91 -946, as amended effective April 2, 1989) herein referred to as the Uniform Act. Additional guidance is also provided in 49 CFR Part 24, FAA Order 5100.37A and FAA Advisory Circular 5100.17A. as amended. There are a total of ninety -four (94) parcels programmed for acquisition in Phase IV /A and AA of the project. Seventy -one (71) parcels have been acquired and twenty -three (23) parcels are being acquired through the condemnation process or a negotiated settlement. Phase IV began on September 10, 2002 and has an estimated completion date of June 30, 2006. The City of Fort Worth has received all the necessary funding for the final phase of the project, which will be Phase V, consisting of the acquisition of an additional 30 properties. After being acquired, a work order is issued by the city's consultant DFW Advisors Ltd. Co. to board - up and secure the property. In order to deter vandalism and dumping, a six -foot chain link fence is erected around the acquired properties and the properties are manicured on a regular basis. The project manager (DFW Advisors) maintains an office in close proximity to the area, and their personnel drive through the project on a regular basis to make sure the houses are yarded and the surrounding gates are locked. The City of Fort Worth Police Department has been notified on numerous occasions regarding intruders trespassing on some of the properties, and staff has requested that they patrol the area on a regular basis. In addition the Police Gang Unit and the SWAT Teams have both been given permission to use the vacant houses for training exercises. This has served as a deterrent to help avert some of the vandalism. ISSUED BY THE CITY MANAGER FORT WORTH. Bids have been received and reviewed. Staff will bring an M &C forward in October to award the contract and immediately begin the planned demolition of the subject properties. 3WJA-�- g, VA�C.Q� Charles R.
