WHEREAS, the City of Fort Worth (City) and Michael Baker, Jr.
Inc., (Engineer) made and entered into City Secretary Contract No.
40658, (the Contract) which was authorized by the City Council by
M&C Cm24265 on the 15th day of June 2010; and
WHEREAS, the Contract involves engineering services for the
Following project:
Feasible Options Study, Study No. SWM�001
WHEREAS, it has become necessary to execute Amendment No. 1
to said Contract to include an increased scope of work and revised
maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and
through their duly authorized representatives, enter into the
following agreement which amends the Contract:
1.
Article I of the Contract is amended to include the
additional engineering services specified in M&C 25220,adopted by
the City Council on the 18th day of October 2011 and further
amplified in a proposal letter dated July 20, 2011, copies of
which are attached hereto and incorporated herein. The cost to
City for the additional design services to be performed by
Engineer total $98,000.00.
2.
Article II of the Contract is amended to provide for an
increase in the maximum fee to be paid to Engineer for all work
and services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall not
exceed the sum of $299,000,00.

This letter serves as our request for additional funds related to the referenced project to provide
additional services requested by the City of Fort Worth. This amendment includes the following
services and associated budget:

FEASIBLE OPTIONS STUDY
Storm Water Management Study No. SWM-001
AMENDMENT NO, 1- SCOPE OF SERVICES
Michael Baker Jr., Inc. (Baker) is pleased to present this scope of work to the City of Fort Worth (City)
to supplement the original Scope of Services and to support AMENDMENT NO. 1 of the Agreement
between the City and Baker.
4.0 ALTERNATIVE FORMULATION
Identify and evaluate additional measures in recognition of opposition to acquisition of homes.
Include measures suggested by stakeholders. Formulate measures into additional alternatives for
consideration. Obtain, evaluate, and refine existing 2-D models for the two study areas, and
utilize the models in the formulation and consideration of alternatives. The alternative
formulation is to include coordination with the parties involved in the Berry Street Initiatvie.
5.0 ALTERNATIVE ANALYSIS
Conduct additional alternative evaluation in consideration of additional alternatives.
6.0 COMMUNITY RELATIONS AND COMMUNICATIONS
Prepare presentations, support, and lead additional (approximately 6 additional) stakeholder and
public meetings, and support the city in working with two separate stakeholder committees. This
is necessitated by the need to separate the public process for the two study areas. In addition,
participate in as -needed meetings with key stakeholders (approximately 3). Attend a Central
Arlington Heights project field trip. Engage a public relations consultant to assist in Spanish
speaking neighborhoods. Perform additional services to support city in communications area.
Replace scientific survey with a more informal web -based survey.
8.0 STORMWATER PROGRAM RECOMMENDATIONS
Acquire data from the city for eight existing city projects. Conduct site visits to each, and visit
with the consulting engineer as they are available. Develop objective criteria to evaluate the
projects. Lead a workshop with city staff to consider each project and work towards an overall
metric to evaluate how well the projects align to the goals and objectives of the storm water
utility. Make refinements and recommend a set of project metrics to be utilized citywide. In
addition, use this and other information to develop a general planning template to be applied in
future city planning studies. This template will consider policies and guidelines identified in this
study.
9.0 DELIVERABLES
Prepare separate reports for the Central Arlington Heights and Forest Park -Berry projects. The
reports are to make specific recommendations for future study by the consulting engineers, as
well as general recommendations for the storm water utility.

Attend additional project meetings (approximately ten more) due to the separation of the two
studies and public processes, as well as the extension of the project schedule.

Authorize Execution of Amendment No. 1 to City Secretary Contract No. 40658, an Engineering Agreement

Forest Park -Berry Watersheds in the Amount of $98,000.00 (COUNCIL DISTRICTS 7 and 9)
RECOMMENDATION:
It is recommended that the City Council authorize the execution of Amendment No. 1, City Secretary
Contract No. 40658, an Engineering Agreement with Michael Baker, Jr., Inc., for the Selection of Feasible
Options for the Central Arlington Heights and Forest Park -Berry Watersheds -Feasible Options Study in
the amount of $98,000.00 for a total contract price of $299,000.00.
DISCUSSION:
This M&C recommends an amendment to the drainage study Agreement for the Central Arlington Heights
and Forest Park -Berry watersheds with Michael Baker, Jr., Inc. The increased scope of services
necessitating the amendment includes the following:
1. Neighborhood communications services beyond those anticipated at the time the original Agreement
was executed; and
2. Additional services to develop standard protocols for the use of the Stormwater Management Division
to prioritize projects and identify feasible solutions in the many other floodprone areas of the City with
similar characteristics as these watersheds.
The original Agreement, approved by City Council on June 15, 2010, (M&C C-24265) anticipated a limited
number of community meetings. It is now apparent that the degree of community interaction needed to
adequately address citizen concerns and to maximize stakeholder input and transparency is significantly
greater than initially anticipated, with the consultant being expected to organize and/or participate in up to
20 formal and informal community meetings to complete the study. Extensive effort is required to
publicize, prepare for, document proceedings, and follow-up on such meetings. Also, it was recognized by
Staff early in this initiative that the processes and outcomes of this study could also be used as a blueprint
for evaluating alternatives for capital projects as well as future similar studies. Consequently, as a part of
this effort, Michael Baker, Jr., Inc., was asked to memorialize the process and develop some specific tools
to guide the evaluation and prioritization of alternatives for addressing chronic flooding issues in the many
other large, older, fully developed watersheds in the City of Fort Worth with similar issues.
Michael Baker, Jr., Inc., proposes to perform the additional scope of work for alump-sum fee of
$98,000.00. City Staff considers this fee to be fair and reasonable for the scope of services proposed. The
Stormwater Utility Fund will be used to fund this study.

Michael Baker, Jr., Inc., agrees to maintain its initial M/WBE commitment of 15 percent that it made on the
original Agreement and extend and maintain that same M/VUBE commitment of 15 percent to this first
amendment. Therefore Michael Baker, Jr., Inc., remains in compliance with the City's M/WBE Ordinance
and attests to its commitment by its signature on the Acceptance of Previous M/WBE Commitment form
executed by an authorized representative of its company.
This study is located in COUNCIL DISTRICTS 7 and 9.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that funds are available in the current operating
budget, as appropriated, of the Stormwater Utility Fund.
